Rocks D. Xebec was a legendary pirate who lived almost 50 years before the current timeline. He made a name for himself in next to no time, which is why that particular period of history is called the era of Rocks.

However, Rocks wasn't the only notable character from that time. In fact, there were other powerful individuals who made a name for themselves. With that in mind, here are the strongest characters who were active during the Rocks' era.

8 Sengoku

Sengoku joined the Marines at the same time as Garp, and like the latter, he also rose through the ranks quickly. The higher-ups recognized his talents and promoted him to the rank of Admiral. While Oda hasn't shown Sengoku fighting any of the famous pirates, it's safe to assume that he was more than a match for them.
Sengoku possessed the Hito Hito no Mi, Model: Daibutsu, a Mythical Zoan-type Devil Fruit that allowed him to turn into a giant golden Buddha. In his transformed form, Sengoku could emit shock waves from his palms. Not only could they stop incoming attacks, but they could also decimate a large area in seconds.
7 Gloriosa

During the years that Rocks was active, Gloriosa was the captain of the Kuja Pirates and one of the most notorious pirates in the world. Eventually, she gave up her role as the captain and joined the Rocks Pirates.
Considering she was able to join the Rocks' crew, it's obvious that Gloriosa was a powerful person. Otherwise, Rocks would have never accepted her into his crew. Since Gloriosa hailed from the Kuja Tribe, it's obvious that she had excellent control over her Haki.
6 Charlotte Linlin

Charlotte Linlin shot to infamy after she almost destroyed Elbaf. People couldn't believe that Linlin killed so many Giants even though she was just a kid. At some point, Linlin joined the Rocks Pirates, and she stayed with the crew until the God Valley Incident.
Charlotte Linlin possessed the Soru Soru no Mi, a Paramecia-type Devil Fruit that allowed her to steal and manipulate the souls of others. It's safe to say that Big Mom had complete control over her Devil Fruit, as she had obtained the power a long time ago. Like all other top fighters from the era, Big Mom also had access to three types of Haki.
5 Harald
Affiliation: Elbaf (Land of Giants)

Harald was the king of Elbaf who hoped to bridge the gap between the Giants and humans. For years, humans feared Giants, leading to a strained relationship between the two. However, Harald sought to fix this.
Aside from being an excellent ruler, Harald was also an incredible fighter. He clashed against Rocks twice, and both times the outcome was a tie. The second fight in particular showed Harald's might. He matched Rocks' every blow, which is something only a few characters were capable of.
4 Monkey D. Garp

Garp was one of the few Marines from the Rocks' era who could actually beat the big-name pirates. He didn't have a Devil Fruit, but that didn't stop him from challenging Gol D. Roger. Garp underwent rigorous training, which improved his physical abilities significantly. The continuous practice also increased his hold over Haki.
His strength reached the point where he could defeat a pirate of Don Chinjao's caliber with a single punch. Garp was also involved in the God Valley Incident, where he teamed up with Roger to take down Rocks D. Xebec.
3 Whitebeard

Whitebeard was a member of the Rocks Pirates and easily among the crew's top fighters. He had already eaten the Gura Gura no Mi, which granted him the ability to create tremors. Whitebeard's Devil Fruit had the power to destroy an island. With such destructive power, it's no wonder that Whitebeard was called the strongest man in the world.
However, Whitebeard wasn't entirely reliant on his Devil Fruit. He mastered the use of all types of Haki, which is why he could stand toe-to-toe with the other big names of the era.
2 Gol D. Roger

Gol D. Roger did not become the Pirate King when Rocks was alive, but that doesn't mean he was a pushover. Roger primarily fought using his sword and enhanced the power of his attacks by imbuing them with Haki.
Roger was rivals with Rocks, Whitebeard, and Garp. He fought them multiple times but never lost, which proves how powerful he really was. It is worth mentioning that Roger didn't hit his peak until after Rocks' death, so he eventually surpassed the latter.

Rocks D. Xebec was the strongest character of the era, which is why it was named after him. He invaded Marijoa, killed an Admiral, clashed with several great pirates of his era, and remained at the top until the very end of his life.
Rocks possessed all three types of Haki, and he could use them at the highest level. The legendary pirate used his Haki to bolster the power of his sword attacks. In fact, his sword-based strikes were so potent that they destroyed the Gates of Justice. The biggest indicator of Rocks' strength is that it took the combination of Roger and Garp to bring him down.
