However, Rocks wasn't the only notable character from that time. In fact, there were other powerful individuals who made a name for themselves. With that in mind, here are the strongest characters who were active during the Rocks' era.

While Oda hasn't shown Sengoku fighting any of the famous pirates, it's safe to assume that he was more than a match for them.

Sengoku possessed the Hito Hito no Mi, Model: Daibutsu, a Mythical Zoan-type Devil Fruit that allowed him to turn into a giant golden Buddha. In his transformed form, Sengoku could emit shock waves from his palms. Not only could they stop incoming attacks, but they could also decimate a large area in seconds.

During the years that Rocks was active, Gloriosa was the captain of the Kuja Pirates and one of the most notorious pirates in the world. Eventually, she gave up her role as the captain and joined the Rocks Pirates.

Considering she was able to join the Rocks' crew, it's obvious that Gloriosa was a powerful person. Otherwise, Rocks would have never accepted her into his crew. Since Gloriosa hailed from the Kuja Tribe, it's obvious that she had excellent control over her Haki.

6 Charlotte Linlin

Charlotte Linlin possessed the Soru Soru no Mi, a Paramecia-type Devil Fruit that allowed her to steal and manipulate the souls of others. It's safe to say that Big Mom had complete control over her Devil Fruit, as she had obtained the power a long time ago. Like all other top fighters from the era, Big Mom also had access to three types of Haki.

5 Harald

Harald was the king of Elbaf who hoped to bridge the gap between the Giants and humans. For years, humans feared Giants, leading to a strained relationship between the two. However, Harald sought to fix this.

Aside from being an excellent ruler, Harald was also an incredible fighter. He clashed against Rocks twice, and both times the outcome was a tie. The second fight in particular showed Harald's might. He matched Rocks' every blow, which is something only a few characters were capable of.

Roger was rivals with Rocks, Whitebeard, and Garp. He fought them multiple times but never lost, which proves how powerful he really was. It is worth mentioning that Roger didn't hit his peak until after Rocks' death, so he eventually surpassed the latter.
