9 Road

Road was introduced to the fans through a cover story. In Elbaf, fans saw him play the role of the Sun God. Road was easily injured by Nami at the beginning of the arc. Still, he's quite strong, given that he held the position of an S-rank mercenary in Buggy's Delivery.
He also has powerful pets alongside him, named Mujin and Hyllmungandr. Still, among the Giant of Elbaf, Road certainly is one of the weakest.
8 Goldberg

Goldberg is the cook of the New Giant Warrior Pirates, and just like Road, he is known to be an S-Rank mercenary from his time with Buggy. Goldberg possesses great strength, and fans recently saw him patrol Elbaf, and also in the Underworld. His true strength remains unknown, but, given that he's a Giant, he must pack quite a punch. He is also an ally of Luffy, and fans will most definitely see him get involved in Elbaf in one way or another.
7 Stansen
Shipwright of The New Giant Pirates
Stansen is the shipwright of the New Giant Warrior Pirates. Just like the others, he used to be an S-Rank mercenary in Buggy’s Delivery. Stansen has quite an interesting story attached to him. Fans might remember him from the Sabaody Archipelago arc, where he used to be a slave. He was freed by Rayleigh, and eventually, he met up with his kind and joined the New Giant Warrior Pirates in an effort of reinvigorating the mighty pirate crew that once terrorized the world. Stansen certainly possesses mighty strength, but his best is yet to be seen.
6 Gerd
Doctor of The New Giant Pirates
The Doctor of the New Giant Warrior Pirates, Gerd is certainly a force to be reckoned with. Although she is not a combatant on the crew, she possesses mighty strength. She also wields an Ax, although her proficiency with it is unknown. That said, Gerd is trusted enough to be allowed to patrol Elbaf for any intruders, which suggests that she must be plenty powerful. It is likely that she possesses a Devil Fruit ability, but fans have not seen the full extent of her powers just yet.
5 Oimo and Kashi

Oimo and Kashi are two mighty Giants who are members of the Giant Warrior Pirates. They are both incredibly strong, and once, used to guard Enies Lobby. They were responsible for bringing back the Giant Warrior Pirates from the dead.
Oimo and Kashi were recently seen On Egghead, and now, they are in Elbaf, fighting alongside their captains.
4 Hajrudin

The captain of the new Giant Warrior Pirates, Hajrudin is Elbaf royalty, given that he's the son of the late King Harald. Hajrudin is incredibly powerful, but this shouldn't come as a surprise to anyone, given that he is a Giant. The fact that he was able to punch up 10,000 tons upwards in Dressrosa suggests that his might is almost limitless.
Since then, he has likely grown in terms of power tremendously. On top of that, fans also know that he is one of the most important Elbaf characters, and he is certainly going to shine in this arc.
3 Jarul and Jorul

Jarul and Jorul were the former co-captains of the Giant Warrior Pirates. Unfortunately, Jorul ended up dying at the hands of Big Mom when he was old. Jarul is still alive, and is 408 years old.

They both have Armament Haki, and their physical strength knows absolutely no bounds. Their best is also yet to come and fans will most definitely get to see them play a major role in Elbaf against the Holy Knights.

Of course, the mightiest character in Elbaf is the individual who calls himself the Sun God, Loki. Loki is known to have enough strength to destroy the entire world, although how he can accomplish this remains unknown. His might is such that it required the strength of every single giant in the entire country to subdue him.
Loki also possesses a legendary Devil Fruit, but what exactly this fruit does remains unknown. As Oda explores Elbaf more, fans will most definitely get to see more about his power.
