7 Don Sai

Don Sai is the 13th leader of the Happo Navy. He took over the duties from Chinjao, who used to be a famous pirate in the old era. Sai made his debut during the Dressrosa arc as a participant in the tournament held inside the Corrida Coliseum for the Mera Mera no Mi.
Sai is an excellent fighter who specializes in Hasshoken, a combat style that makes use of vibrations. He combines Hasshoken with Haki to create devastating attacks that are potentially enough to take down someone as strong as Lao G. After witnessing his power firsthand, Chinjao admitted that Sai had surpassed him in terms of strength. This was, of course, huge praise, as Chinjao was an elite fighter in his prime.

Shanks is by far the strongest character to be born in the West Blue. He is the captain of the Red Hair Pirates and one of the Yonko. Shanks is among the few people who are respected by fellow pirates, Marines, and even the Five Elders.
Shanks does not possess a Devil Fruit, but his Haki makes up for it. Shanks has mastered all types of Haki, and presently, no one comes close to him in terms of using Haki. Even though Shanks hasn't gone all-out in a fight, fans know that his power supersedes almost all One Piece characters.
