Over the course of its 28-year run, One Piece has introduced many incredible fighters to the fans. Oda's story has multiple factors vying for supremacy on the seas, including the likes of the Yonko, the Marines, the former Shichibukai, and even the Revolutionaries, among others.
With time, the top tiers of One Piece keep changing, especially with character deaths and defeats, and in 2025, a very intriguing bunch of characters stand out at the top.

The admirals are strong, but not strong enough to defeat these characters in One Piece.
Dracule Mihawk
Mihawk has yet to show his full potential in One Piece, but fans know that he is a powerhouse. Known as the World’s Strongest Swordsman, Mihawk is the most skilled swordsman in the series who has joined forces with the Cross Guild to hunt down the Marines. With his Supreme Grade Sword, Yoru, Mihawk is almost unstoppable. He would give any One Piece character a good fight.
Five Elders
The Five Elders are one of the most dangerous villain groups One Piece has ever seen. Fans have known about them for a while, but only on Egghead has their strength been given the highlight that it deserves. The Gorosei possess overpowered Yokai abilities, as well as immortality. On top of that, all of them possess high level Haki. With Saturn’s death, a new powerful member has been added to their ranks, and that's Saint Garling Figarland.
Akainu
Aside from Garp, if there’s one Marine who really stands out among the rest, it’s Akainu, also known as Sakazuki. Akainu was first introduced as an Admiral in One Piece, but after the timeskip, he has risen to the rank of Fleet Admiral. Akainu, with his magma Devil Fruit, is definitely one of the strongest characters of the series. His true power will be showcased in the Final Saga.
Garp/Gaban/Rayleigh
Old legends in One Piece haven’t gone fully obsolete because Oda absolutely loves them. Garp, Gaban, and Rayleigh are all still kicking in One Piece, despite their old age. Garp almost took down the Blackbeard Pirates singlehandedly, showing his strength.
On Elbaf, Gaban showed how one can bypass immortality, and even one-shot a Holy Knight. Meanwhile, Rayleigh saved the Kuja by scaring off the Blackbeard Pirates on Amazon Lily. They're all in the same tier of strength, wielding advanced Conqueror's Haki with great control.
Loki
Loki is the Accursed Prince of Elbaf, and he will have a huge role to play in the current arc. Loki has yet to be seen using his full power, but the One Piece narrative is building him up to have truly terrifying powers.
Loki supposedly possesses a legendary Devil Fruit, and years ago, before even eating it, it was said that Loki took down his own father, Harald, who was on the level of Rocks D. Xebec. Shockingly enough, this was before him eating the fruit or even having access to the legendary Warhammer, Ragnir. Loki was so strong that it took Shanks to defeat him.
Monkey D. Luffy
Following the events of Wano, Luffy became a top-tier tier in One Piece. Luffy earned the title of Yonko and unlocked his full Devil Fruit potential with Gear 5. He also wields all three forms of Haki with great proficiency.
Every Pirate Who Defeated Roronoa Zoro In One Piece
Zoro is strong, but he has been taken down by quite a few One Piece characters.
On Egghead, while Luffy couldn’t defeat the Gorosei, he was able to toy with them. Luffy still has a long way to go, but only a couple of One Piece characters can stand up to him.
Monkey D. Dragon
Monkey D. Dragon is Luffy’s father, and the leader of the Revolutionary Army, the biggest threat looming over the Celestial Dragons at the moment. Fans don’t really know his fighting style or his Devil Fruit power, but Dragon is a force that can topple the World Government. At the very least, he's as strong as the Yonko, if not even stronger.
Blackbeard
Blackbeard became a Yonko after the fall of Whitebeard, and his power has only been growing. Blackbeard has two Devil Fruits in his possession, the Yami Yami no Mi, and the Gura Gura no Mi, both of which are legendary. Even without his Devil Fruits, Blackbeard is a huge threat.
After all, he was able to leave quite the scar on Shanks’s face years ago, and this wasn't because Shanks wasn't paying attention.
Shanks
Undoubtedly, the strongest Yonko at the moment in One Piece is none other than Shanks, the red-haired pirate. In the Final Saga, Shanks has proven just how overpowered he really is.
Shanks was able to oneshot a 3 billion berries pirate, Eustass Kid, easily, and his Haki is so great that it was compared to that of Joy Boy. Shanks also beat Loki, someone who killed Harald, Rocks's equal. Shanks could be on the level of prime Roger, or even beyond at the moment.
Imu
There’s no debate that Imu is the very strongest character of One Piece. Both Alive and dead characters included, Imu stands on top. In God Valley, Imu has proven just how superior they are to everyone else. After all, they easily tanked an attack from 6 top tiers in One Piece, those being Roger, Rocks, Big Mom, Kaido, Garp, and Whitebeard. Above all, Imu easily defeated Rocks D. Xebec. No other character has ever shown such a feat.
