Both of these Haki types can be trained directly, but Conqueror's Haki cannot. The only way for Conqueror's Haki to grow strong is for the user to grow stronger, as confirmed by Oda himself. In other words, the strength of Conqueror's Haki is directly proportional to the overall strength of the wielder. So far in the story, the strongest Conqueror's Haki display has come from Joy Boy, where he split the sky on his own, and knocked out all Vice Admirals on Egghead, along with cancelling the Abyss of the Five Elders, and sending shivers down Imu's spine. This outright confirms Joy Boy to be the strongest character seen in One Piece.

Shanks Might Be On Joy Boy's Level

However, there is one character who can compete with Joy Boy, and that is Shanks. This might sound crazy to fans, but Oda himself wrote Shanks to be comparable to Joy Boy in terms of Haki. When Joy Boy's Haki was unleashed, Dorry and Brogy wondered if this Haki blast was stronger than Shanks's. In other words, there is a debate to be had over which Haki is stronger, and this also means that Shanks's Haki can reach similar levels.
