It was only in the Elbaf arc that fans got a proper look at Rocks D. Xebec, with One Piece chapter 1154 being the first one in which Oda gave the fans a good look at him.

As far as his strength goes, some of his feats are absolutely incredible, and fans know very well that he was on an entirely different level. Rocks D. Xebec was so strong that even Roger, who later went on to become the Pirate King, couldn't defeat him. In fact, in order to defeat him, Roger had to team up with Garp, and that goes to show that Rocks was actually the strongest in the whole world.
More than that, it is quite clear in the story that Rocks's underlings were the future Yonko. Linlin, Kaido, and Whitebeard were all monsters, but they all served Rocks. Even Shiki was an underling of his, and that goes to show how strong he was himself. Despite all that, however, Rocks was far from being the strongest in One Piece.
