One Piece is currently in the Elbaf arc, and it is here that Oda has finally decided to introduce Rocks D. Xebec in the story properly. For years, fans were wondering when Rocks D. Xebec would make his proper debut in the story, yet Oda never seemed to want to touch that subject, until now. In One Piece chapter 1154, Oda has finally decided to dive deep into the character of Rocks, and as such, fans will now see all about him, as far as his time in Elbaf is concerned.
One Piece: Oda Reveals The First Man To Kill A Marine Admiral
The first admiral casualty has been revealed by Oda, and the culprit might shock some fans in One Piece.
Things are certainly going to get very exciting moving forward in the Elbaf arc, and if they're lucky, fans might even see the events of the God Valley Incident, where Rocks D. Xebec supposedly died. But, given that Oda has never truly shown the fans how Rocks died, it is entirely possible that he is still lurking somewhere in the world of One Piece.

Rocks D. Xebec was first introduced in the One Piece story in 2017. This was around the time of Jump Festa, where Oda stated quite clearly that he was now ready to enter the Wano arc, and that he would introduce a lurking legend who would also be related to Whitebeard. Here's what Oda had to say about him:
I'll introduce one of the legends that lurks in the ONE PIECE world. The greatest enemy ever for the Straw Hats will hinder their way. Perhaps it will be something related to Whitebeard. Of course, Oda didn't reveal too much about this mysterious man, but fans put two and two together when Rocks D. Xebec came up. Since then, unfortunately, fans haven't received much information about Rocks, apart from bits and pieces. Now, however, in the Final Saga, it seems that Rocks D. Xebec is more important than ever before, and Oda is finally shedding light on him through Loki.

At the same time, it is important to consider that Blackbeard is now confirmed to be the son of Rocks D. Xebec. Fans also know that Blackbeard has a weird body which makes it possible to eat two Devil Fruits. Could Teach actually have another person inside him? It is very much possible. Rocks existing inside Blackbeard also explains why Oda called him a lurking legend. It clearly means that this guy has been hiding for a long time and will eventually show himself. It is only a matter of time.
