The most powerful organizations all need a clearly defined and well-respected leader to hold the entire group together, and for the Revolutionary Army, that someone is Monkey D. Dragon. He is also the founder of this group, having been inspired to resist the Navy's and World Government's cruel reign after witnessing the inhumane atrocities at the God Valley Incident. A teenage Marine at the time, Dragon was horrified that he was asked to take part in a murderous hunt, and he ended up rescuing Shanks and Shamrock before leaving the Marines altogether. It was thanks to his father Garp that Dragon exited the Marines on relatively forgiving terms.

In a sense, Dragon has gone from the bottom to the very top in military organizations. He was once a Marine grunt, but now he's the unquestioned leader of one of the world's most powerful groups. Like many bearers of the Will of D., Dragon has powerful charisma that naturally draws people to his side and keeps them there, with his son Luffy having a similar effect in the Straw Hat Grand Fleet. Dragon's authority and ideals are absolute in the Revolutionary Army, with everyone from Koala to Sabo to Karasu obeying his every word. Dragon has the image and fame needed to rally the members of the Revolutionary Army and encourage even more people to join the cause as the final war approaches.

Luffy's childhood friend and brother in spirit, Sabo, did much more than return from the dead in the Dressrosa Saga in One Piece. Every military group needs an upper class of leaders who answer to the overall commander. The Straw Hat Grand Fleet has its captains, the Navy has Admirals and Vice-Admirals, and the Revolutionary Army has its five Army Commanders and Deputy Commanders. These ten agents are found in Army and Deputy Commander pairs, with each in charge of one of the overall Revolutionary Army's five battle groups. Thus, Army Commanders like Emporio Ivankov and Belo Betty have a great deal of authority in this rebel faction, managing entire army groups that operate in different parts of the world. Some groups, such as the Warlords of the Sea, can have just a few elite members and no one else. But most other major groups in One Piece need huge numbers of supporting members at the bottom of the chain of command, such as Marines in the Navy and crewmates in each Emperor's fleet. The Revolutionary Army is the same, featuring minor officers and plenty of grunt fighters to fill the ranks. The likes of Dragon, Sabo, and Morley may all be powerful, but they're not going to take down Imu all by themselves. Thus, the Army's chain of command relies on lower-ranked fighters like Koala, Hack, and Bunny Joe to provide a foundation and keep Marines busy while the top brass takes on the Admirals and the like. It's a fairly humble job, but so long as Dragon's cause remains a righteous one, Koala won't mind one bit.
