Dracule Mihawk is widely believed to be the strongest Shichibukai. After all, he is the strongest swordsman in the world. Mihawk made a name for himself by hunting down Marines, which led to his moniker "Marine Hunter." He also used to be rivals with Shanks, and it is said that their battles shook the entire Grand Line. Since he was involved with some big names, Mihawk caught the attention of the World Government and was offered an opportunity to join the Shichibukai, which he accepted.
However, it is unwise to assume that Mihawk's strength stagnated after joining the group. Mihawk kept seeking out challenges and powerful foes who would help him grow. It is safe to say that Mihawk's control over Yoru also increased after every battle, and it reached the point where he could use the blade in a plethora of ways.

Boa Hancock is the captain of the Kuja Pirates and the current empress of Amazon Lily. She was introduced before the timeskip, and since then, she has become a recurring character in One Piece. Fans have even seen her in action multiple times, which is why most of them are aware of her strength. Boa Hancock has access to all three types of Haki, and she can use them extremely well. After all, she belongs to the Kuja clan, which is renowned for their mastery over Haki.

This method was used by Momonga to avoid Hancock's attack. The second method is not to be distracted by her beauty. During the Amazon Lily arc, Luffy showed that he was immune to Hancock's charm and her Devil Fruit.
However, it seems that Hancock's Devil Fruit can still bypass the counters to a certain extent. She was able to petrify a part of a Pacifista's body by kicking it on the head. The Pacifista are biological weapons with no conscience of their own. So, if the power worked on one of them, it is possible that it will work on a person who is not attracted by Hancock's beauty.
Hancock's strength has been praised by the likes of Sengoku and Blackbeard, two of the strongest characters in One Piece. In fact, Blackbeard acknowledged that he was only able to get the better of Hancock because she was distracted. All these things prove that Hancock is superior to Mihawk.
