Elbaf has been no different in that regard, but while Oda was doing all that, he also made sure to give fans groundbreaking developments in each passing chapter of the arc, making it phenomenal, to say the least. With 11 chapters in, it is now clear that Elbaf will most definitely heat up moving forward, and Oda has now set up a massive war for the fans to look forward to. Based on how things are going in One Piece, this war might just be the biggest in the New World that fans have witnessed.

As soon as the Elbaf arc of One Piece began, the developments surrounding the World Government suggested that they'd be heavily involved in Elbaf in one way or another. This became even more evident when Oda himself teased the arrival of a certain man to Elbaf as a mysterious hooded figure who resembled Shanks appeared in the country at the same time.

As for the manga, we've finally arrived in Elbaf! It's a laid-back kingdom, but the serenity is about to be shattered by the arrival of a particular man! Meanwhile, there will be tumult in other seas as well! And at last, that one guy will begin shaking up the world! Take a deep breath now, because soon you may not be able to come up for air! Oda's message was clearly ambiguous, but his message about the arrival of a certain someone in the country to shake its peace couldn't have been clearer. As fans know, the Holy Knights arrived in Elbaf immediately after, and their goal was revealed to be to get to Loki. Within the Aurust Castle, which is where they entered Elbaf from, the Holy Knights found two giants guarding the castle, and both of them were easily taken care of. It is likely that they ended up giving away Loki's location, allowing for the Holy Knights to move across the island and get to the Underworld, where it was revealed that Loki was being held. Fans then got to see the Holy Knights in the Underworld, asking Loki to join their ranks. For anyone to be bestowed with the opportunity to join the Holy Knights would be an incredible honor as that would also make them Celestial Dragons. Much to their surprise, however, Loki refused the offer, not wanting to be scum like the Celestial Dragons.

One Piece chapter 1137 continued events from there onwards, and fans clearly got to see Loki being tortured by the Holy Knights in an attempt to get him to join their ranks. Gunko, using her Devil Fruit powers, tried to get Loki to switch sides, but despite doing tremendous damage to the Accursed Prince, she failed to get an affirmative vote from him. This makes things all the more interesting, because the job of the Holy Knights isn't anywhere close to being done in Elbaf. They will continue to persist and no matter what, fulfill their goal.

Upon Loki's refusal, it became clear that the Holy Knights were now changing their strategy. Fans got a full reveal of the main antagonist of the arc and the man who Oda was referring to in the Jump Festa message. This person turned out to be none other than Shanks's twin brother and Garling's very own son, Shamrock Figarland. He's also the new captain of the Holy Knights and fans absolutely cannot wait to see how things move forward with Shamrock having taken control of the situation here. The initial goal for the Holy Knights was clear.

They wanted to take Loki with them and make him a Celestial Dragon. This would allow them to gain the support of the Prince of Elbaf, meaning the country would logically fall under him. On top of that, with Loki on their side, nobody would be capable of resisting in the country, allowing the Government to control the power of the Elbaf Giants. A somewhat similar strategy was employed by Big Mom. In her case, it was a marriage pact between Loki and Lola that would've mended the relationship with the Giants and allowed for her to have access to the Giants' power. As put forward by Big Mom, with this power, she would've beaten all the Yonko, including Whitebeard. Shamrock himself backs up this idea, clearly stating that long ago, the Giants of Elbaf conquered the entire New World with their sheer strength. The World Government now seeks their true power, especially in a time where strength is paramount and wars are mounting.

Shamrock was seen contacting Marijoa at the end of One Piece chapter 1137, which means that they will change their strategy now. The idea is going to be to bring Elbaf to heel with other means – military might. The World Government will now be sending over powerful enemies to Elbaf, and fans absolutely cannot wait to see how things pan out from there onwards.

Given that two members of the Holy Knights are already in Elbaf, more are likely to follow. Fans will most definitely see more Holy Knights being sent to the country in an attempt to mount a successful offensive. It is also possible that an Elder will be sent to the country, but unlikely, since the focus here is on the Holy Knights. The total strength of the Holy Knights seems to be 9, and if all of them are around the same level of strength as the Admirals, with Shamrock himself being as strong as the Yonko, fans will most definitely see a massive war break out in Elbaf. It shouldn't be out of the question for the World Government to make use of the Ancient Weapon that they have either as this is the war that will shake the entire world.
