In One Piece Chapter 1159, it was revealed that Dragon was present in God Valley when the Rocks Pirates attacked. At the time, Dragon was not a high-ranking Marine. He had no other choice but to carry out orders. While exploring God Valley, Dragon found Shanks and Shamrock's mother, who was on the cusp of death. She begged Dragon to save her children from the clutches of the Celestial Dragons. Both Dragon and Luffy are the biggest threats to the rule of Imu. Dragon likely knows about Imu's existence, which is why he wants to topple him and the World Government. Once the higher-ups have been eliminated, Dragon will let people choose their new leaders. Aside from Dragon, Sabo also knows about Imu and the Five Elders' true nature. He saw Nefertari Cobra being murdered in front of his eyes by Imu. Dragon and Sabo haven't declared an all-out war yet, but that might change in the future.
Luffy has no knowledge about Imu, but ironically, he is the worst enemy of the ruler of the world. Recently, it was revealed that Blackbeard is the son of the legendary Rocks D. Xebec. At this point, fans know that Rocks D. Xebec was the captain of the Rocks Pirates and the biggest threat to Imu. Furthermore, it has been confirmed that Xebec actually belonged to the Davy clan, which was nearly annihilated. Blackbeard knows what his father and mother went through, so he will want to exact revenge. There is also a possibility that Blackbeard has already initiated the first stage of his plan. In the Egghead arc, Catarina Devon touched Saturn so she could transform into him whenever she wanted. Blackbeard could have used her power to gain access to Marijoa and cause a rampage.
