Rocks D. Xebec Was Stronger Than Roger, Garp, and Whitebeard
- Rocks Was The Strongest In The World In His Era
- He Wanted To Be The King Of The Entire World
While Oda hasn't revealed much information about Rocks D. Xebec in One Piece so far, he has revealed bits and pieces that have raised the intrigue in him. For instance, the moment Rocks was introduced in One Piece chapter 957, Oda said quite clearly that he was absurdly strong and that his crew ruled the seas like no other person around 40 years ago. It was also made clear that Rocks was a massive threat to the World Government, and most importantly, that he was Roger's first and most formidable enemy. Rocks D. Xebec being his most formidable enemy meant that he was stronger than Whitebeard, which in turn meant that he was stronger than even Roger.
Here's the whole truth. In order to protect the Celestial Dragons, Garp joined hands with a pirate and took down Rocks D. Xebec. — Sengoku
38 years ago, on the island of God Valley, Roger had to team up with Garp to fight and defeat Rocks D. Xebec. The Rocks Pirates broke apart that day, and Rocks was proclaimed dead. But, even though Rocks is dead, his legacy lives.

Blackbeard Is The Legacy Of The Legendary Rocks D. Xebec
Blackbeard being connected to Rocks D. Xebec shouldn't come as a surprise to any fan. After all, there are tons of connections between the two. For one, Blackbeard is the ruler of the Pirate Island, as was Rocks long ago. It is said that Blackbeard calls his ship the Saber of Xebec, and that's a very direct reference to the legendary pirate who is said to have died 38 years ago. Most importantly, Teach seemingly has the same ambition as Rocks. In One Piece chapter 957, Sengoku said that Rocks had the goal to become the King of the World.

One Piece: Imu Is The King of the World, But Oda Might Just Have Revealed A Stronger Final Villain
Imu is powerful, but this character could be a stronger final villain in One Piece.

As is usually the case, the child will go on to surpass the father. Blackbeard is already a Yonko and he has two Devil Fruits. His Haki is immense, and his body is also very special. Blackbeard will go on to surpass Rocks.
Luffy Will Also Surpass Rocks D. Xebec
Since Luffy will most likely go on to beat and surpass Blackbeard, it is easy to see how he will also surpass Rocks D. Xebec. It is only a matter of time before the new generation catches up and surpasses them all.
