First mentioned briefly 7 years ago in One Piece chapter 907, Rocks was only properly elaborated upon in One Piece chapter 957, and more than that, he then went on to make his proper appearance in the story in One Piece chapter 1154. Now, Rocks is being focused on in One Piece’s Loki flashback in the Elbaf arc, where Od has made it quite clear that he's extremely powerful. But, more than that, Oda has also seemingly implied that one pirate went on to surpass him.

Rocks D. Xebec was active long before the Great Pirate Era. It is said that his legend began 56 years ago, when he attacked a Reverie and there, killed an Admiral of the Navy. Rocks declared himself an enemy of the Government and then went on to make a name for himself. For someone's opening act to be beating and killing an Admiral speaks volumes. More than that, this was Rocks before his prime, which is said to be around 40 years or so ago. Fans haven't seen Rocks's full strength yet, but what's clear is that Rocks was strong enough to see Roger team up with Garp at God Valley. But, that doesn't necessarily mean that Rocks was stronger than Roger.

One thing that Oda has never clarified is how strong Roger was during the God Valley Incident. Around this time, Roger wasn't at his peak and this is clear. Garp also wasn't known to be the monster he went on to become, given that his legend began specifically after the defeat of Rocks D. Xebec. Roger was undoubtedly strong, but he wasn't in his prime.

He grew stronger over the years, and it is only around 10 years or so after the God Valley Incident that Roger was in his prime. Around this time, Roger was known as a Great Pirate and had solidified his status as a massive force on the seas.

Most importantly, when Kaido spoke of Haki transcending all, he used Roger as an example instead of Xebec, which goes to show that Roger's Haki was the standard, and most certainly stronger than that of Rocks. The implication then is that Roger could've at least equaled, or surpassed Rocks D. Xebec by the time he hit his prime.

It is also said that Whitebeard was Roger's equal during his prime years. Undoubtedly, Whitebeard was a monster with the power to destroy the world, this isn't difficult to imagine. It is possible that eventually, even Whitebeard went on to equal Rocks, just like Roger.
