He has lost a few in the past, and even though he's very strong, he can be beaten right now too. It is also said that Loki stole the legendary Devil Fruit of Elbaf, which he then went on to consume and set out to the sea.

The clash was so vicious for him that an entire sword was shoved into his body, which Newgate believed was an extreme measure. Even though Loki could never join the Rocks Pirates, his respect and admiration for Rocks remains to this day.

It was recently mentioned in One Piece's Elbaf arc that Shanks is one of the few characters in One Piece who can beat Luffy. In fact, when Loki set out to the sea six years ago, it was none other than Shanks who ended up facing him in battle. Back then, Shanks wasn't a Yonko but he was already very strong. His fight with Loki was extremely special, and in the end, he was victorious. Shanks chained Loki down and took him back to Elbaf with him, where he was returned and then tied to the base of the Adam Tree in the Underworld.

So far, Shanks and Rocks D. Xebec are the only two people who are known to have beaten Loki, but there could soon be another individual added to the list.
