Currently, the Elbaf arc of One Piece is focusing on the Loki flashback, and here, Oda also dove deep into some background information about one of the Ancient Weapons, Pluton. Finally, fans have a bit of an idea about how Pluton was actually created.
Pluton Was Created On Water Seven During The Void Century

Pluton is known to be a mighty warship strong enough to destroy the whole world with ease. One shot from the Pluton is known to be powerful enough to wipe out an entire island with ease. It is said that Pluton was created by shipbuilders during the Void Century, and while it can lead to utter destruction, its true purpose was something else entirely.

Pluton is currently sleeping under the land of Wano, but Robin possesses information that is needed to awaken the weapon. More than that, there also existed blueprints of Pluton, which could help recreate it. Franky destroyed the blueprints of Pluton, but it is quite clear that he possesses the knowledge within him since they were with him for years.

The Shipbuilders From Elbaf Likely Built The Pluton
In One Piece chapter 1154, Oda specifically has Jarul talk about the missing Shipbuilders from Elbaf. According to Jarul, there existed an ancient group of Shipbuilders from Elbaf called the Gare La, which included both Giants and Ancient Giants. They were known to be incredibly powerful. However, they were abducted by the World Government at some point and their fate is unknown. It is also said that they were frozen long ago, which means that they might actually have been beaten by the previous user of the Hie Hie no Mi, and all this could've happened during the Void Century.

One Piece: After 6 Years, Oda Has Finally Revealed The Greatest Legend Rocks D. Xebec
Rocks D. Xebec is a legendary figure. He has finally made an appearance in One Piece.
Clearly, given how Oda previously stated that the state-of-the-art navigation system that Elbaf possessed helped them share information with the world, it makes sense to assume that these legendary Shipbuilders were active at Water Seven as well and that they were the ones who created the massive warship Pluton. The blueprints of Pluton were then likely passed on to the shipbuilders of Water Seven, until Franky burned them down.
The Ancient Giant Shipbuilders Are Frozen in Punk Hazard
Curiously enough, fans actually saw frozen Giants in Punk Hazard, and their origin was never truly explained. Perhaps, these frozen Giants are the same shipbuilders missing from Elbaf. It is possible that they're still alive, although the chances of that being the case are low. Still, fans will likely find out more information about them soon.
