The Holy Knights are some of the most powerful characters in the entirety of One Piece. The group was first mentioned to the fans through the Revolutionary Army attack on Reverie. Sakazuki was seemingly concerned with the Holy Knights taking control of the situation at the Holy Land of Marijoa. Later on, Dragon, the Revolutionary Army Supreme Commander, was seen being wary of the Holy Knights and their mobilization. Naturally, fans always had incredibly high expectations of the Holy Knights, especially when one of the members of the group, Saint Garling Figarland, who, until recently, served as the Supreme Commander of the group, was revealed to be Shanks's father and a man with immense strength by Oda himself.

While the Egghead arc of One Piece didn't see the Holy Knights mobilize, things were different in Elbaf. Right from the get-go, the Holy Knights seemed to be an important part of the arc, and their appearance was noted early on in Elbaf. With the country slowly pacifying, it appears that the World Government deemed it to be the perfect time to strike and make them submit. The best way to go about it, according to them, was to send the Holy Knights top two members discreetly and offer a Holy Knight position to none other than Loki, the prince of the kingdom.

This mission was carried out by Gunko, a very powerful woman, and along with her, Shamrock Figarland, Shanks's twin brother and Garling's very own son. Shamrock was also revealed to be the new leader of the Holy Knights, which is following the ascension of Saint Garling to the position of Five Elders. The two were sent spawning in the Aurust Castle through a magical summoning circle and then, somehow getting to the Underworld of the country without anyone noticing. It is safe to say that their goal of getting to Loki was revealed early on and it was met with immediate success as well.

The Holy Knights Want Elbaf To Submit To The World Government
Initially, Oda simply revealed to the fans that the Holy Knights were seeking out Loki. The reason for this was not given, and some fans assumed that the World Government wanted to either get rid of him, or claim his Devil Fruit ability for themselves. However, upon their meeting, it was made immediately clear that the idea here was for the Holy Knights to offer Loki a position within their ranks.
One Piece: Oda Reveals A New Yonko Level Character
A new Yonko level character is revealed. This character will be a huge challenge for Luffy in One Piece.
This is simply down to the fact that Loki is a monstrously powerful individual, whose strength is so great that he's essentially revered by many to be the Sun God of Destruction. He has a special 2.6 billion berry bounty on his head and his overall power is immaculate. Loki's addition to the Holy Knights would make them unstoppable as a force, however, there is more to it than just that.
The Holy Knights Want To Bring Elbaf Under The Government's Control
Shamrock Swears To Bring Elbaf To Heel
The real reason why the World Government sent the Holy Knights to Elbaf is to use Loki to essentially bring Elbaf into the fold. By taking control of the Prince of Elbaf, the World Government could easily force the Giants of the country to submit. The reason for craving their strength is quite simple. The Giants of Elbaf are the strongest race in the world, and one that, long ago, conquered the entirety of the New World using their sheer strength. Their strength is so great that the World Government secretly trafficked Giants into their organization and even experimented with Gigantification.
Big Mom followed a similar path with Elbaf. In order to mend her relationship with the Giants of the country and, at the same time, to strengthen her forces, Big Mom wanted to marry off Lola to Prince Loki. This would've united the two countries and made Big Mom the strongest Yonko and essentially made her the Pirate King. Of course, the plan didn't work out as Lola ran away, breaking Loki's heart.

For the Holy Knights, the mission was a failure, as no matter what they did, Loki simply wouldn't accept their offer of becoming a Celestial Dragon and following the Government. Now, the Holy Knights have changed their strategy. Shamrock Figarland, the main villain of the arc, has now established contact with the World Government once again, and the plan is to attack Elbaf and bring it to heel by force. This simply means that the World Government will be sending their forces into Elbaf now, and this could be simply the Holy Knights, whose large forces are yet to be seen, or potentially the Marines as well. It is only a matter of time before they make an all-out assault on the country, and things can't get any more interesting in Elbaf.
Over the course of the next few weeks, it will finally be clear to the fans who exactly the World Government will be sending over to back up Shamrock and Gunko, and how the arc is going to shape up. Fans shouldn't be surprised at all to see an Ancient Weapon get involved in the arc later down the line, as was predicted by us earlier.
