Haki is one of the greatest power systems in One Piece and it is deemed crucial in the New World. One Piece fans know very well that Haki is the one factor that separates the strong from the strongest.
One Piece: Oda Has Already Revealed Who Is Stronger Between Shanks And Mihawk
Shanks and Mihawk are both strong, but one stands on top in One Piece.
While most top tiers have decent Haki, only a handful of the very strongest can use the highest grades of Haki and be considered as legends in the world. Oda has already revealed the strongest Haki user in One Piece, as well as the strongest in modern history, and neither of them is the man who is widely considered to be the strongest, Rocks D. Xebec.
Rocks D. Xebec Was A Monster In Strength

When it comes to overall power, most believe that Rocks wad in a league of his own. Rocks D. Xebec ruled the seas of the One Piece world around 40 years ago, but his legacy began 56 years ago, when he attacked a Reverie and killed an Admiral there. Rocks wanted to be the King of the World, so naturally, his strength was built to match his ambition as well. It is believed that Rocks died 38 years ago, although a proper confirmation is still needed. That said, when he died during the God Valley Incident, it is said that this was made possible only because Roger and Garp teamed up to take him down. Alone, neither of them could've taken him down, and broken apart the crew known as the Rocks Pirates.
Roger's Haki Was Stronger Than That Of Rocks's
Kaido Considered Roger To Be The Pinnacle Of Haki
While Rocks D. Xebec was the strongest of his era and possibly stronger than Roger during the God Valley Incident, he actually didn't have the strongest Haki. This was directly confirmed by Kaido during his fight against Luffy. Kaido believes that only Haki can conquer all, and he thinks abilities can only take an individual so far.

Roger is strong, but there's one pirate who was even stronger than him in One Piece.
According to Kaido, Roger was the prime example of the fact that Haki surpasses all. In other words, Roger conquered the seas with Haki alone, and he was the only man to do so. This also directly implies that Roger's Haki was stronger than that of Rocks, otherwise he'd be the standard in Kaido's mind, especially given that he was Kaido's own captain.
Shanks Could Have Stronger Haki Than Rocks D. Xebec
Given that now it's been established that Roger’s Haki was greater than that of Rocks, one can also entertain the idea that Shanks too has Haki stronger than Rocks. Undoubtedly, Rocks is seemingly stronger than Shanks at the moment, but Shanks's Haki draws comparison to Roger and even Joy Boy. For him to have stronger Haki, or later on, even being revealed to be stronger than Rocks, is a big possibility.
