Rocks D. Xebec is revealed in the story to be an absolute monster, and this is quite clear from how Oda has portrayed him so far. Upon his introduction, fans knew very well that Rocks D. Xebec was stronger than even the Yonko of the One Piece world. This was clear from the fact that Rocks's ambition went beyond even being the Pirate King, as he wanted to be King of the World, and at the same time, him being strong enough to see Roger team up with Garp.

He also split the skies by himself, a feat that nobody else in One Piece has achieved to date. Joy Boy's Haki gave shivers to Imu, and that's a feat worth keeping in mind.
