Oda has already shown fans glimpses of what Shanks could achieve with his Haki, and it is safe to say that his Haki is the strongest at the moment. More than that, however, Oda has already established a character in the story who will go on to surpass Shanks when it comes to powerful Haki.

Of course, there are Haki monsters such as Garp, Scopper Gaban, Rayleigh, and many others in the One Piece world, but they're all old now, and naturally, their strength has deteriorated, much to their own admission. As such, someone like Shanks, who is in his prime, is most likely a stronger Haki user. Shanks is an absolute beast, and the fact that he has no Devil Fruit just goes to show that, since he is still among the strongest in the world. All Shanks uses in combat is his powerful Haki, and that's what makes him special.

Right now, Luffy has all the tools he needs to surpass Shanks, and the only thing he's missing is the ability to deal damage to souls, countering Immortality. Once he learns that and gets stronger, his level of Haki will naturally go higher. Luffy surpassing Shanks is a very important plot point in One Piece, and fans also know that Roger strongly believed someone would surpass him in the future.
