It seems that the latest chapter of the Elbaf arc of One Piece has done the impossible and revealed to the fans the lurking legend of the world of One Piece, which Oda first teased around 8 years ago. This person is seemingly none other than the legendary captain of the Rocks Pirates, Rocks D. Xebec.

Out of all the big messages that Oda has delivered to the fans over the years on Jump Festa, the one that is the most debated of all is from Jump Festa 2017. Around this time, the story was in Whole Cake Island, edging closer and closer to the Wano Country arc.

Oda confirmed back then that he would introduce a lurking legend in the Wano Country Arc, and that it would be the strongest enemy that the Straw Hats have ever faced. Oda's message led to the fans theorizing about who this person truly was, and while an answer isn't clear, it seems that 8 years later, Oda has finally revealed who this could've been. When it comes to the lurking legend, only two people fit the bill. The first is Kaido, for obvious reasons. Kaido is a legendary pirate and he played an active role in Wano as the main antagonist. He was also connected to Whitebeard and was, undoubtedly, the strongest that Luffy had faced by this point. However, Kaido wasn't introduced in Wano. He already made his debut long ago. Furthermore, Kaido wasn't the only one that Oda focused on in Wano.

It was in the Wano Country Arc that Oda revealed Rocks D. Xebec to the fans. As fans know, he's a legendary figure, far greater than even Kaido. Rocks's lore was revealed during Wano, where it was made clear that he led the Rocks Pirates, and his right-hand man was none other than Whitebeard himself.
Fans only found out bits and pieces about Rocks after this, but finally, in the Elbaf arc, Rocks has finally appeared. Fans got to see Rocks first in the Loki flashback, in One Piece chapter 1154. Undoubtedly, Rocks is a majestically powerful figure and Oda will only go on to reveal more about him in the future, but it seems the lurking legend is finally here. More than that, it seems that Rocks might even be alive, which would explain why Oda mentioned that he would be the biggest enemy in the path of the Straw Hat Pirates.
