The biggest allies of Luffy that Oda just revealed in One Piece chapter 1154 are the Galleila Band. They were introduced by Jarul during his conversation with King Jarul around 56 years ago. According to Jarul, there existed a band of hammer-wielding Shipwrights who traveled far and wide and kept sending letters to Elbaf. They existed so long ago that even Harald considered them a myth. But, clearly, they were real indeed.

According to Jarul, these Shipwrights sent the last letter to him, which said that they had been captured and he blames the World Government for it. Jarul goes on to state that the Giant kind faced a very powerful enemy in the past, and for this reason, the World Government took care of the Galleila Band. Curiously enough, Jarul also mentioned having heard tales of a band of Giants being frozen somewhere. This is, of course, the same Galleila Band.

Naturally, fans are likely confused as to how Giants who likely existed 700-800 years ago would be Luffy's greatest allies. After all, they've been frozen for centuries now. The answer lies right in the statement. Being frozen doesn't necessarily mean death. They're being preserved. Saul survived being frozen, as did Garp. Clearly, the Galleila Band could survive as well if they're unthawed.
The Galleila Band Will Fix The Noah And The Pluton

As to how the Galleila Band will be Luffy's greatest allies, the answer is simple. They're powerful Shipwrights with ancient knowledge that nobody possesses. They're most definitely the ones responsible for building the Pluton around 800 years ago on Water 7, and they're the ones who passed down the blueprints of the ship to the Shipwrights at Water 7.

When the time comes, Pluton will need to be reawakened, and Galleila Band will help Luffy do just that. In simple words, these Giants will grant the power of an Ancient Weapon to Luffy, or possibly even help rebuild one in case the other Pluton falls into the wrong hands. They will also fix the Noah, which was destroyed partially by Luffy, as they were the ones who built it in the first place, long ago.
