One Piece is currently in the Elbaf Arc, where the conflict against Imu and his powerful Holy Knights has already begun. The entire country is embroiled in all-out war, and in the midst of it all is the accursed Prince Loki, who is seen by many as the one who will cause the destruction of the world, especially because of his tremendously overpowered Devil Fruit powers.
When Loki was properly introduced in the Elbaf arc, it was made incredibly clear that he went on to eat the legendary Devil Fruit of the country, which was passed down the royal line for generations. Loki's Devil Fruit power is said to be so great that not only can he destroy the land of Elbaf but the whole world with it, and in that sense, he is directly likened to a God itself. In fact, Loki himself believes that he is the Sun God of destruction and that nobody is equal to him in terms of power.
In the recent Elbaf flashback, fans got to see Loki consume his Devil Fruit, but Oda kept its powers under wraps. Since then, fans have been wondering as to what powers Loki's fruit truly holds, but the answer was actually revealed by Oda 14 years ago in a rather low-key arc of the series, that is, Punk Hazard.

Ever since Loki's Devil Fruit was first brought up, fans have been confused about what powers it truly grants him, but the recent Elbaf flashback did narrow down the possibilities quite a lot. The most important thing that the Elbaf flashback clarified, in accordance with Loki's Devil Fruit, is that it belongs to the Mythical Zoan class. This Devil Fruit was guarded by Ragnir for many centuries, and even the likes of Jarul or Harald were not able to consume it until Loki arrived.

Loki defeated Ragnir and went on to consume this Devil Fruit. Immediately after its consumption, he transformed into a giant monster which Oda kept in the shadows. However, it was clear to see that his hand transformed into a giant claw and his hair started growing out. This is a telltale sign of a Zoan transformation. At the very least, fans can say with absolute certainty that Loki's Devil Fruit is a Mythical Zoan.
It also makes sense for Loki to have a Mythical Zoan, given that he calls himself the Sun God who will destroy the world. As fans know, the Sun God Nika only manifests itself through a Mythical Zoan Devil Fruit. Another interesting thing to note is that Loki clearly stated in One Piece Chapter 1171 that he can fly with his Devil Fruit ability. Putting two and two together, it is clear that Loki's fruit allows him to transform into some sort of mythical creature with the ability to fly. This creature can only be a western dragon, or, in other words, the Nidhogg. Oda has teased Western dragons in the story for way too long, and fans know for a fact that they exist in the world of One Piece.
It is important to note that Devil Fruits are directly tied to the imagination of the people, and anything humans can imagine can be manifested in the form of a Devil Fruit. Just as Kaido's Devil Fruit was an eastern dragon, Loki's Devil Fruit is most likely the western dragon, named Nidhogg. As some fans might know, Nidhogg is a very famous dragon in Norse mythology, which is said to gnaw at the roots of the Yggdrasil tree. In contrast, Loki was chained to the roots of the Treasure Tree Adam in the Underworld of Elbaf, and that completes a brilliant parallel between the two.
It is also said that the Nidhogg dragon brings about Ragnarok, which is the destruction of the world, and Loki openly states that he is the Sun God who is going to destroy the world. As such, there is already a very strong connection between Loki and the Nidhogg that cannot be ignored at this point in the story.

Vegapunk Tried To Recreate The Western Dragon For The World Government
While Loki being the Niddhogg dragon is a very strong theory, Oda actually revealed the truth about it in the One Piece world about 14 years ago. Back then, Oda was still drawing the Punk Hazard arc, and he made quite an incredible revelation there about the existence of Western dragons. When the Straw Hat Pirates landed on Punk Hazard, they split up, with Luffy and Zoro roaming the fiery half of Punk Hazard. There, they found an abandoned World Government laboratory, and inside was a giant western dragon that could breathe flames. Later down the line, they went on to find another western dragon created by none other than Dr. Vegapunk. Both of these dragons were his creation, and the World Government wanted to study the power of the dragons and bring them to life.

The World Government And The Western Dragon
As fans know already, Vegapunk found the Lineage Factor, which is the essence of life in the world of One Piece. He can create Devil Fruits with this Lineage Factor, and fans already know that he managed to successfully replicate the Devil Fruit power of Kaido, which was eaten later down the line by Momonosuke. Similarly, the Lineage Factor of the dragons that he created could have also been turned into a Devil Fruit. The fact that the World Government even wanted him to do that means that they were aware of the power of the Western Dragon and wanted to utilize it for themselves. Clearly, the Western Dragon must hold terrific powers in the One Piece world, and it could actually be one of the very few fruits that grant the ability of flight as well.
Then, one only needs to take into consideration the fact that the World Government was obsessed with Gigantification as well, because they knew the power of the Giants from the war that was fought in the Void Century. The Giants were absolutely terrifying beings, with powers far surpassing those of humans, and if the World Government got access to them, then their army would become invincible. Putting two and two together, the dragon obsession that the World Government has and their obsession with Giants might emerge from the same particular place, and that is Elbaf. In other words, the legendary Devil Fruit of the country might well be the Western Dragon, or the Niddhogg.
