Haki is absolutely essential in the New World and Oda has shown on various occasions that it trumps everything else, even Devil Fruit abilities in some cases. That said, most top tiers of the One Piece world still have Devil Fruit powers alongside Haki. Only a select few are strong enough to go far in the world without Devil Fruits, but those who do manage to do so with Haki alone. Roger was one such character and according to Kaido, Roger's Haki was off the charts.

In the current era of One Piece, the only person who possesses the same skillset as Roger is none other than Redhaired Shanks. As fans know, Shanks is one of the Four Emperors of the Sea, and he accomplished this without even having a Devil Fruit. Shanks possesses monstrously powerful Haki.

In fact, Shanks's Haki is so strong that even Whitebeard praised it, and the biggest compliment of all is that Oda himself compared his Haki directly to that of Joy Boy. When Joy Boy's Haki was unleashed in Egghead, Dorry and Brogy wondered whether it was stronger than Shanks's Haki or not. The fact that it is even a debate means that Shanks is up there with him.

Shanks has shown some immense Haki feats in One Piece, such as injuring and paralyzing an Admiral and potentially even knocking out Vice Admirals. He took down a 3 billion berries pirate and his right-hand with one Haki-infused blow. No matter which way fans look at it, Shanks has the strongest Haki right now.

Other characters that have impressive Haki are obviously from the old era. Roger conquered everything with his Haki, according to Kaido. Fans also know that Rocks D. Xebec had tremendous Haki, comparable to that of Roger, as did Garp, the Hero of the Navy. In the modern era, however, the only one with Haki that can be compared to Shanks and potentially even surpass it is Luffy. Luffy must reach the level of Joy Boy. Right now, he's nowhere close, but he needs to get stronger, and by the end of One Piece, he will undoubtedly get to that level.
