The former Fleet Admiral talked about the formation of the Rocks Pirates on Hachinosu. He also mentioned the Rocks Pirates were ferocious and ruthless. At that time, the crew was easily the strongest in the world, and nobody wanted to test their strength. Sengoku also revealed how the Rocks Pirates were ultimately beaten in God Valley.

It was during this time that Rocks D. Xebec decided to launch an attack on the Celestial Dragons. Rocks was driven by his desire to become the king of the world, and he wasted no time going after the Celestial Dragons when he learned about their presence on God Valley. Considering almost two hundred chapters have passed since the God Valley Incident was mentioned, it does seem that Eiichiro Oda is taking his time. Since a lot of important characters are tied to God Valley, he doesn't want to disclose all the details at once.

The biggest drawback of the approach is remembering all the details. But Oda's method makes sense in the long run. If he were to reveal all the details in one go, it might not gel well with the rest of the story. So, Oda reveals bits of information in a particular arc, making sure that fans only learn things that are relevant to it.

Since the Elbaf arc is far from over, there is a chance that Oda will disclose more details about the God Valley Incident. In fact, he has already teased that more information could be on the way, especially when he has set up Gaban vs. Sommers. Gaban was on God Valley when the fight took place, so he had previously witnessed the Holy Knights and their abilities. So, it's possible that the next few One Piece chapters will have a flashback about God Valley.
