The World Government hold a dominant position, given that the Marine Admirals are on their side, and they also have another powerful group, known as the Holy Knights, who are higher-ranked Celestial Dragons, outranked only by the Five Elders and Imu. Naturally, One Piece fans have drawn comparisons between them already, wondering who the stronger of the two is, and it seems Oda has already given the answer.

When it comes to the strength and abilities of the Holy Knights and the Admirals of the Navy, one thing that's clear is that there is more of a balance on the side of the Navy. All Navy Admirals are very powerful. They all hold a 3 Crown Bounty, which equates to 3 Billion Berries. Their level of strength is generally even. But, for the Holy Knights, this level of power likely varies. For instance, Shamrock is stronger than the others, and it seems Gunko is stronger than Sommers and Killingham too.

The biggest advantage that the Holy Knights have is that on top of having strong Devil Fruits and great Haki, they are also immortal, and can regenerate from anything. No matter what hits them, they simply regenerate, and in the long run, whoever they are fighting simply runs out of energy. If an Admiral fought a Holy Knight, they would most definitely not be able to beat them, since they don't have the tools required to do it. Meanwhile, damage on them would accumulate, and they'd eventually tire.

No Admiral Has Conqueror's Haki

The only way to beat the Holy Knights is to use Conqueror's Haki. In fact, this isn't just any level of Conqueror's Haki. Not even the Conqueror's Haki Infusion that Luffy and the others have shown is enough. As stated by Gaban, Conqueror's Haki must be trained to an advanced level to be able to defeat the Holy Knight and the Five Elders. In other words, no Admiral can defeat a Holt Knight, and that, when combined with other factors, just confirms that they're the overall stronger group.
