When Elbaf began, a very ominous message was put on the screen by the author of Brag Men, Louis Arnote, and the message read as follows:
Do not overstay your welcome here. — Louis Arnote, Explorer
This message seemed weird at the moment, but fans didn't have enough to go off of, so it only resulted in surface-level theories. However, now, a lot more information has been given to the fans, which means that Louis Arnote’s warning makes more sense than ever before. For instance, when Imu first came to Elbaf, it was because the Holy Knights were “taking too long” even though they had only been in the country for a few hours at best. To Imu, this might've felt like an eternity, but to the Holy Knights, not that long had passed.
More importantly, when Gaban and Shanks were seen taking a bath together, Gaban implied that he had been in Elbaf for 3 or 4 years, but Shanks corrected him, saying that it had actually been 10 years since.

Of course, most assume that time in Elbaf moves more slowly, but that isn't true. Elbaf time moves the same as the world outside, and this is proven by the fact that Dorry and Brogy were specifically stated to be out for over 100 years. If time moved differently, people of Elbaf would've said that they've been away for only 30 years or so.
The main issue here is that Elbaf dulls one's sense of the flow of time, which means that it is hard to comprehend how much time has passed in this country.

Clearly, Oda's warning to the Straw Hat Pirates will materialize into a real event at the end of the arc. While the Straw Hat Pirates will probably think they've been in Elbaf for a week or two, or perhaps more, the reality is that at least 3 times that time will have flowed in the outside world. This means the world will have shaken up completely.
Dragon’s Revolutionary Army will have made a move, Blackbeard will have struck, and Shanks will likely be far away from Luffy. The One Piece world will undergo a timeskip, only this time, the Straw Hat Pirates will not have changed at all, and everything will feel the same.
