Monkey D. Dragon has been clear about his goal from the get-go. He despises the World Government and its hierarchy. Dragon is aware of the organization's wrongdoings, and that was one of the main reasons why he left the Marines to start the Freedom Fighters. Initially, they had a more peaceful approach, but when that didn't work, they changed it. The Freedom Fighters changed to the Revolutionary Army.
Dragon and his allies became more direct and fearless. They began targeting countries run by tyrants. The Revolutionary Army would help oppressed citizens overthrow authoritarian rule. After helping several nations, the Revolutionary Army's fame began to spread like wildfire. People around the world knew about the organization and sought its help.

In order to curb the growing popularity of the Revolutionary Army, the World Government earmarked them as evil and cruel. The organization even labeled Monkey D. Dragon as the 'worst criminal in the world.' Despite their efforts, the Revolutionary Army continued to grow and prosper.
The Revolutionary Army's Main Target Are The Celestial Dragons
After learning about Bartholomew Kuma and his mistreatment at the hands of the Celestial Dragons, the top officers of the Revolutionary Army decided to rescue him. They could not bear to see one of their own being treated in such an inhumane manner.
Sabo, Morley, Karasu, and Lindbergh carried out the mission to rescue Kuma. In addition to saving Kuma, the Revolutionaries carried out other tasks. They destroyed the food warehouses of the Celestial Dragons, leading to an acute shortage of consumables. They also freed the other slaves who were present in Marijoa from the Celestial Dragons. It wasn't a walk in the park for the Revolutionary Army, as the Marines wasted no time in sending two Admirals to deal with them.
Sabo and his allies had to deal with Fujitora and Ryokugyu, both of whom were armed with incredibly dangerous abilities. Most people were confident that the Admirals would emerge victorious, but the Revolutionary Army officers proved their mettle. They were able to keep the two Admirals at bay without too many problems. It would be remiss not to mention that Fujitora actually held back because he wanted the slaves to be rescued as well. Considering he was already on bad terms with Sakazuki, it wasn't the best idea, but he didn't seem to care. Overall, the mission was a success, and it showed the world what the Revolutionary Army was capable of.

Almost every Revolutionary Army member has been involved in a fight, save for Dragon, but that is going to change soon. It is likely that Dragon will fight Saint. Figarland Garling in the Final Saga. The latter is the personification of everything that Dragon hates. He has killed many innocent people over the years. Garling ardently believes that the Celestial Dragons are superior to regular people. Last but not least, he has helped the Celestial Dragons carry out many inhumane practices.
Another reason why Dragon wants to eliminate Garling is that he believes the Holy Knights are the main weapon of the World Government. Naturally, their Supreme Commander will be at the top of his list. It is also worth mentioning that Figarland is currently the Godhead of Science and Defense, making him an even bigger target. Hopefully, it won't be long before Oda gives fans this fight.
