Among the likes of Roger, Whitebeard, Garp, and Rocks, there is also Garling Figarland, who fans were introduced to rather recently. Garling Figarland is one of the Celestial Dragons, specifically the Supreme Commander of the Holy Knights, as well as a member of the Five Elders. Having been introduced in the Final Saga, Garling had already established himself as a monstrously powerful figure, strong enough to rival other top tiers. Even Oda went on to hype up his strength, but in One Piece chapter 1162, fans officially got to see Garling Figarland fall in battle to another, far stronger character, and that's none other than Rocks D. Xebec.

One Piece chapter 1162 gave the fans quite a lot of exciting content in God Valley, and it goes without saying that Oda went in firing on all cylinders in this particular section of the Elbaf Arc. Amidst the chaos that erupted in God Valley, fans also got to see legendary battles, such as the one that erupted between Garling Figarland and Rocks D. Xebec.

Most fans didn't expect Rocks D. Xebec to fight Garling here, but Oda went down that road, and while the battle was interesting, to say the least, it certainly didn't last long. This is because Rocks D. Xebec was overwhelmingly stronger than Garling and absolutely crushed him in battle.

Sanji will surpass Zoro, and Oda has already revealed how in One Piece.
Rocks, despite having a bigger goal to chase, was able to fight and defeat Garling Figarland even when he had support from the demon army. To Rocks, it didn't make much of a difference and he most certainly finished Garling off easily, something that has shocked the fans.

Rocks D. Xebec Was The Strongest Man In God Valley
Rocks Likely Lost To Imu
Rocks's display in One Piece so far has essentially confirmed him as the strongest character in God Valley after Imu. Being able to crush enemies one after another and even taking down Garling Figarland without much effort is a clear indication of the fact that Rocks was too strong.
The fact is that Oda had to bring Imu to God Valley to beat Rocks, and that certainly speaks volumes. Among the mortals that played a role in the God Valley Incident, Rocks was most definitely the strongest. The only saving grace for Garling Figarland is that he was perhaps not in his prime back then and went on to peak years after this incident.
