One Piece's Final Saga is filled with all kinds of unique characters. Oda has mainly been using all the characters who played little to no role in the story prior to the Final Saga. The author of One Piece has also brought in several new characters, whose main selling point is their strength.

Harald's Haki Was As Strong As Rocks'

Harald was the king of Elbaf and was responsible for bringing about many positive changes to the country. Harald wanted to make Elbaf an ally of the World Government so that people would no longer fear Giants. Harald also tried to better the relationship between Elbaf and other nations. The denizens of Elbaf were happy with Harald, which is why they consider him the greatest ruler in the country's history. Harald was certainly a kind and well-mannered person, but he was also a mighty warrior.

Harald's strength has been put on display several times in the story. The first was the Conqueror's Haki clash between Harald and Rocks D. Xebec in Marijoa. The magnitude of the clash was so massive that everything in a radius of 5 kilometers was wiped out. Rocks was so impressed with Harald that he repeatedly tried to recruit him. However, Harald turned down the offer every single time because he wanted to take care of his country.
Rocks and Harald had their first serious fight in Elbaf. The latter was tempted by the World Government's offer of turning Elbaf into an affiliate country. Harald had to prioritize his country over friendship. He fought Rocks, and both of them ended up with multiple wounds. They were also bleeding, which further proves that they weren't holding back. Ultimately, the fight ended in a draw, and it brought an end to the friendship between Rocks and Harald. Considering Harald was able to go toe-to-toe with Rocks, it's quite clear that the former's Haki was extremely potent. Otherwise, Rocks would have emerged as the victor.
Rocks Was Still The Strongest Character Of The Era
Despite being held to a stalemate by Harald, it's likely that Rocks was slightly stronger than the Giant. He was constantly fighting against powerful warriors, which must have improved his already insane Haki. Rocks' Haki and his swordsmanship made him a menace. His sword attacks felt like cannonballs, and they were strong enough to destroy the Gates of Justice. For Rocks to achieve such a feat, without any Devil Fruit or special physical advantage, was truly remarkable.
Rocks' other feats were also rather impressive. He was able to kill an Admiral, which is something that hasn't been accomplished since. Rocks was also able to infiltrate Marijoa and the Chamber of Flowers without being caught. He even managed to kidnap five rulers. All these instances prove that Rocks was a cut above the rest.
Gol D. Roger Eventually Surpassed Rocks
While Rocks was still active, he was stronger than Roger. However, the latter supplanted him afterward. Roger's power increased over the years, and he reached his prime before becoming the Pirate King. In his heyday, Roger was able to beat a fighter of Kozuki Oden's caliber with a single attack. It is worth remembering that it was the same Oden who absolutely hammered Kaido. Roger also went head-to-head with Whitebeard and Garp multiple times, but the Pirate King never lost a fight.
As is the nature of shonen series, Roger will also be superseded by the next generation. In fact, there's a strong possibility that Shanks has already overtaken Roger and is currently the strongest character in One Piece. The Yonko has been called the Child of Fate by Scopper Gaban, which implies that Shanks is the chosen one. Even Roger believed in Shanks, which is why he entrusted him with the Straw Hat. Even though Shanks is stronger than Roger, Luffy will be the one to overtake everyone in One Piece. As the main protagonist, it's obvious that Luffy will become the most powerful character in One Piece history.
