Devil Fruits have always been a core part of the power system of the One Piece world. Ever since their introduction in the very first chapter, Oda has slowly been elaborating upon them, adding more brilliant abilities into the fold, as well as revealing more types and sub-types. Now that One Piece is in the final saga of the story, it doesn't come as a surprise to any reader that Oda is revealing one incredibly overpowered ability after another.
In the Elbaf arc, Oda gave the fans a proper look at Imu's Devil Fruit ability, and now, he has gone on to reveal t he strongest Devil Fruit power in all of Elbaf. This power belongs to none other than Loki, and his ability allows him to transform into a black dragon that is absolutely massive.

The National Treasure of Elbaf
The legendary Devil Fruit of Elbaf was first teased at the very beginning of the arc. It was stated that this Devil Fruit was passed down to the royal family of the country for centuries, and Loki was the one who went on to steal it for himself. The powers of this Devil Fruit were teased to be so dangerous that it could destroy the entire country and also the world with it. At the time, it wasn't clear as to what this Devil Fruit ability truly was, but in the Elbaf flashback, a proper picture of this Devil Fruit power was painted.
Loki ate this Devil Fruit 14 years ago in an attempt to prevent King Harald from destroying the country and unleashing his powers on the world after he made a Deep Sea Covenant with Imu. Loki's Devil Fruit allowed him to transform into some sort of giant creature, and then, with its powers, he was able to overwhelm even King Harald, and eventually kill him. In One Piece chapter 1174, the true nature of this Devil Fruit was finally revealed to the fans.
Loki's Legendary Devil Fruit allows him to transform into a giant black dragon, so massive that it dwarfs entire countries. To put Loki's dragon size into perspective, Luffy, in his giant Gear 5 form, was able to use Kaido as a skipping rope. Kaido himself was the size of a small island. In his giant form, Gear 5 Luffy looks like a tiny human on top of Loki's head, when transformed into his dragon state. That means that Loki is so big that he can easily destroy countries, and that explains why the people of Elbaf think that he can destroy the entire world.

This Devil Fruit belongs to the Mythical Zoan class and is likely the Niddhogg Dragon. Given that it is a Dragon Devil Fruit, it most certainly grants incredible durability to Loki, just as Kaido's dragon fruit gave him. On top of that, this Devil Fruit seemingly gives Loki the power to manipulate lightning. Given that he can transform into a western dragon, Loki should also be able to spit fire with his Devil Fruit powers, although that remains to be seen. In either case, Loki's Devil Fruit makes him the strongest in Elbaf, given that even Imu is only utilizing Gunko's body as a vessel and is likely not able to channel their full powers.

Loki Can Easily Destroy The World
Given the sheer size of Loki and the power that he wields, it is no surprise to know that he can easily destroy the world. Loki can summon cataclysmic lightning with his Devil Fruit powers and destroy the entirety of Elbaf in the blink of an eye if he wanted to. On top of that, if Loki can even spit fire, then he could easily destroy whole countries in mere seconds, leaving nothing but destruction in his wake. Going from country to country, Loki can lay ruin to the entire world, and given his overall powers, no one would truly be able to stop him, not even the likes of the Four Emperors of the Sea, with the sole exception of Shanks.
Loki's Devil Fruit is so overpowered that it can essentially destroy the entire world. This puts the firepower that it possesses in the same league as an ancient weapon, such as Uranus, Pluton, or Poseidon. It makes perfect sense as to why Imu wanted to get their hands on this Devil Fruit ability and why, as much as they do.

Imu Vs Loki Is Finally Coming
In terms of overall power, Loki's Devil Fruit should be enough to rival even Imu. It must be remembered that this Devil Fruit has been passed down the royal lineage of Elbaf for centuries. Clearly, someone utilized this ability in the Void Century in the Great War that was fought against Imu and the other kings of the world at the time. Imu themself feared the existence of Loki and refused to send more Holy Knights to the country, fearing that they would all be slaughtered, which would directly weaken them as well. Quite clearly, Imu is wary of Loki's power.

There is also a direct link to be established between Imu's Devil Fruit ability and Loki's Devil Fruit ability. Imu's power is often referred to as the National Treasure of Marijoa. Doflamingo referenced it directly in the Dressrosa Arc, and it was later teased in the Reverie Arc as well. Loki's power is called the National Treasure of Elbaf. Clearly, there is a connection between these two, and these are powers that can be compared to each other.
Loki's Devil Fruit Makes Him One Of The Strongest
If it wasn't clear already, One Piece chapter 1174 has solidified the fact that Loki is one of the strongest characters in the entire world. The title of the chapter itself references Loki being the absolute strongest, but of course, there are others who can rival him in terms of power. Imu, for one, is strong enough to rival Loki, as is Shanks. Six years ago, Loki lost to Shanks, but the true nature of how this battle went remains to be seen. Perhaps Shanks was not alone when he took on Loki in this battle, or Shanks used some underhanded means to take him down.
All things considered, Loki is an absolute monster, who is even stronger than Luffy in his Gear 5 at this point in time. His strength has already surpassed the likes of Rocks D. Xebec and King Harald, as was clear from his brief showing 14 years ago in Aurust Castle. Right now, he stands among the three strongest characters in the world of One Piece. Loki's strength will be put on display as the Elbaf Arc continues, and this Devil Fruit will shine even more.
