It wasn't until Loki earned the approval of Ragnir, the Legendary Hammer that can transform into a squirrel, that he was able to eat this legendary Devil Fruit and become an absolute calamity.
Loki was clearly seen transforming into a giant black dragon with the power to manipulate lightning at the same time. Given that he is a Western dragon, it shouldn't come as a surprise to see him being capable of manipulating fire as well. Loki's powers are off the charts, and at this point in the story, he might just be the strongest character, even above the likes of Luffy.

It is quite evident from One Piece Chapter 1174 that Oda has labeled Loki as the strongest in the world; however, that doesn't mean that Loki is unbeatable. As was mentioned in the story previously, six years ago, Loki tasted his first defeat, and this came at the hands of red-haired Shanks. The exact specifics of this defeat remain unclear. It is not known if Shanks versus Loki was a one-on-one battle or if the Red Hair Pirates beat Loki together. The manner in which Shanks managed to capture Loki is also unknown. Perhaps, Loki is still stronger than Shanks yet was unable to defeat him, which is why he calls him a coward of a pirate, or perhaps Shanks is perceived by Oda as the strongest among the strongest of the One Piece world. Clearly, the nature in which Shanks vs Loki went about is unknown. What can be said is that these two characters are in the same league of strength.
Another character that can be said to be in the same league as Loki is none other than the Sovereign of the World, Imu. Imu is quite clearly on a tier above everyone else, such as the Yonko of the One Piece world. Even Rocks D. Xebec was not able to stop Imu on God Valley. However, right now, Loki is much stronger than Rocks and, as such, a rival to Imu's power in the Elbaf arc.
