Despite their insanely high numbers, only a few Marines are capable of beating someone like Luffy, who is a Yonko. Even a veteran like Kizaru couldn't stop Luffy. With that in mind, here are all the Marines who are stronger than Luffy.
To make things simpler, the prime versions of the characters have been used.
Monkey D. Garp

Garp is the first name that comes to mind when the debate is about the strongest Marines in history. He joined the Marines several decades ago, and since then, he has gone on to become the organization's strongest fighter. In his heyday, Garp fought against the likes of Roger, Whitebeard, and Shiki, all of whom were elite fighters.
Garp specializes in all types of Haki. He particularly excels at using Armament and Conqueror's Haki. By combining the two, Garp is able to create powerful strikes that can easily destroy a town. Garp gave the audience a glimpse of his powers in the Egghead arc, when he went to free Koby from the clutches of the Blackbeard Pirates. Garp destroyed a large portion of Hachinosu with his attacks. Even Kuzan was unable to stop his teacher. Given all his feats, there's no doubt that Garp in his prime could easily wipe the floor with Luffy.
Sengoku

Sengoku is among the old heads, who joined the Marines at the same time as Garp and Tsuru. It didn't take long for the trio to make a name for themselves and rise through the ranks. Sengoku served as an Admiral before being promoted to the position of Fleet Admiral. Once he attained the position, Sengoku remained there until after the Paramount War.

Sengoku is an excellent fighter who possesses the Hito Hito no Mi, Model: Daibutsu. It is a Mythical Zoan-type Devil Fruit that allows him to transform into a giant Golden Buddha, resulting in a sharp increase in his physical abilities. Sengoku's Devil Fruit also allows him to emit shock waves from the palms of his hands. He used the ability while fighting against Blackbeard in Marineford and nullified a Gura Gura no Mi-powered attack. Sengoku is also proficient at using Haki. In fact, he was the first Marine who was confirmed to have Conqueror's Haki. Unfortunately, Sengoku hasn't had the opportunity to use Haki in combat because of his limited screen time. Sakazuki

Sakazuki is the current Fleet Admiral of the Marines and classified by many as one of the final villains in One Piece. He earned the hatred of fans after killing Portgas D. Ace in Marineford. Subsequently, Sakazuki fought Kuzan on Punk Hazard for the position of Fleet Admiral. It was a bitter tussle, but Sakazuki's magma proved too hot for Kuzan's ice.
Sakazuki ate the Magu Magu no Mi, a Logia-type Devil Fruit that allows him to create magma at will. With the Devil Fruit's power, he was able to critically wound Whitebeard. He also used it to give Luffy a massive scar on his torso. In addition to the Magu Magu no Mi, Sakazuki has also mastered the usage of Armament Haki as evidenced by his display in Marineford. Luffy and Sakazuki will likely cross paths at some point in the future, and the Marine is bound to win if both stay at their present level.
Kuzan

Kuzan is a former Marine Admiral who left the organization after losing to Sakazuki on Punk Hazard. Kuzan was in contention to become the Fleet Admiral, but the loss to his fellow Admiral meant that he couldn't earn the promotion. Kuzan didn't want to serve under Sakazuki, so he left the organization and later joined the Blackbeard Pirates.

As a former Admiral, Kuzan has a great deal of power with which he can take down most pirates. For starters, Kuzan possesses the Hie Hie no Mi, a Logia-type Devil Fruit that allows him to create and control ice at will. He can use the Devil Fruit to freeze the sea, making traversal easier. Kuzan's Hie Hie no Mi also allows him to freeze his opponents and create ginormous ice structures. Kuzan also has access to Haki, and he can likely use their advanced versions. So, it's not difficult for Kuzan to hurt other Devil Fruit users. Considering Kuzan's strength, it wouldn't be an exaggeration to say that he can beat Luffy in a fight. However, the latter will supplant him in the future.
Kong

Kong is the commander-in-chief of the Marines, which puts him above the Fleet Admiral in terms of authority. He even has jurisdiction over the Shichibukai, the Cipher Pols, and Enies Lobby. Given his political authority, it's hardly surprising that he is fiercely loyal to the World Government.
Kong hasn't featured much in the story, making it difficult to gauge his strength. However, it is worth mentioning that he did serve as an Admiral and later as the Fleet Admiral. A weakling would never have been able to attain the promotions, so Kong is likely a strong individual.
