4 Jango

Jango is one individual that fans of early One Piece are well familiar with. Jango was a member of the Black Cats Pirates and he made his debut in the Syrup Village arc of the story. There, he played a significant role in the battle against Kaya, however, at the end of it all, he was not able to pull off a victory and failed.
Jango was left as the loser of the conflict. Later on, in a cover story, Jango was seen in a dance club, where he met Full Body. Together, they defended the town from raiding pirates, and a friendship blossomed. Eventually, both of them decided to serve Rear Admiral Hina, largely due to her impeccable beauty and terrific strength. Currently, Jango is still a part of the Navy and follows Hina wherever she goes.

Vergo is quite a curious case in the One Piece world as he is both a marine as well as a pirate. Primarily, Vergo is a pirate who worked with Donquixote Doflamingo. However, because Doflamingo needed his men inside the Navy, Vergo decided to infiltrate this organization properly.

As such, Vergo gave up his position as a pirate and decided to become a member of the Navy. He did his job incredibly well, giving important information to Doflamingo so that he was always one step ahead of the organization, and of course, moving the plot forward in other ways, such as his involvement in Law's backstory. Technically, Vergo was always a pirate who was truly loyal to Doflamingo. However, in terms of official status, he was not an active member of the Donquixote Pirates. Instead, he was working for the Marines, but at his heart, he was only doing this for Doflamingo.
2 X Drake

X Drake is quite a curious case in the One Piece world. Drake was first introduced to the fans during this Sabaody Archipelago arc, where it was revealed that he was one of the Supernova pirates. It was also revealed at this point in the story that he was one of the former Marines.
Drake was believed to be a former Rear Admiral and it was confirmed that he had defected from the organization at one point or another, largely because he had lost faith in the Government. Later down the line, fans found out quite a lot about X Drake, especially in the Wano Country arc, where he was a side character. It was revealed that Drake was actually still a marine and that he was working as a part of the Sword Organization. His goal was to provide intel about Kaido to the Navy and that was certainly an admirable risk that he took. While most people know him to be a marine turned pirate, the fact is that Drake is also a pirate turned marine. What most fans do not know is that Drake, even before being taken in by Sengoku, was actually a pirate. Drake was a member of the Barrels Pirates, which was led by his father, Diez Barrels. Immediately after the death of his father, Drake did not have any place to go and that is when he managed to escape the birdcage and was found by the Marines, who later took him in.
1 Koby
Left Alvida To Become A Marine
Of course, when speaking of pirates turned marines, one simply cannot ignore Koby. Fans know Koby to be an incredibly loyal marine who works diligently under Garp to improve his skill. Koby wants to become an Admiral of the Navy and he is certainly progressing decently towards that dream. Most fans know Koby to be very powerful and those who are heavily invested in this character would also know that Koby was a part of the Alvida Pirates for many years.
Although he did not do much other than sweep the deck of the ship and be Alvida's personal pet, he was still a pirate nonetheless. After Luffy defeated Alvida and went to Orange Town, Koby finally got to fulfill his dream of joining the Navy.
