Monkey D. Luffy is the protagonist of One Piece and one of the most powerful characters to exist in the current Great Pirate Era. Luffy is one of the Yonko of the Sea, and his strength is such that he's feared far and wide. His bounty of 3 billion berries is a testament to his strength, and more than that, his role as Sun God Nika makes him a big threat to the World Government itself. Luffy is already a force to be reckoned with in the One Piece world, but he isn't the finished product just yet. Luffy still has quite a lot of potential to grow stronger and fans are aware of the fact that he will only grow stronger.

As far as Luffy is concerned, he has already reached the peak of what he can do with his Devil Fruit, as he confirmed himself. Luffy has already awakened his Devil Fruit and achieved Gear 5, but there's still room for improvement. Luffy's final power-up will see him improve the usage of Gear 5 in a way that he invents a few subforms for it, as he did with Gear 4. At the same time, the most important aspect of his final Power-up is going to be his Conqueror's Haki, which he will need to improve massively.

Luffy has already achieved Gear 5 in One Piece and he proclaimed it to be the peak of his Devil Fruit powers. While that is true, it doesn't mean Luffy can't advance the Hito Hito no Mi, Model: Nika anymore.

Luffy will most definitely develop sub-gears of the Nika form. At the moment, Luffy can transform into a giant or maintain his small state. But, it must be remembered that the power of Nika can only be stopped by a lack of imagination. If Luffy imagines he can develop subforms of Gear 5, then he most certainly will.

More than that, Luffy will have to massively improve his Conqueror's Haki. At the moment, while strong, Luffy's Conqueror's Haki isn't good enough to beat Imu or even permanently injure the Five Elders. This needs to change. Gaban had already given Luffy tips on how to strengthen Haki. Luffy must master his Haki to the level of Shanks's if he is to beat Imu. As such, Luffy's final Power-up will see him make use of advanced grade Haki, with which he will coat his whole body, making himself unstoppable, and possibly even incorporating sub-Gears of Gear 5.

At the moment, Luffy is far from being the strongest character in One Piece or even coming close to the level of Rocks D. Xebec or Roger. But, once he unlocks his final powers, this will change. In Elbaf, Luffy will surely improve upon his usage of Conqueror's Haki greatly. But, only after meeting Shanks will Luffy's Haki reach its full potential. At the same time, Luffy might even develop interesting forms of his fruit within Gear 5, and if he does achieve this, his final transformation will be unbeatable even to Imu.
