Monkey D. Luffy started his journey as a no-name pirate from the East Blue. After a quick turn of events, he ended up receiving a massive bounty of 30 million berries, which was unheard of for this particular part of the sea. As the story continued, Luffy continued his growth at a staggering pace as well. He quickly defeated one powerful enemy after another, and became an absolute star during the massive breakout in Impel Down, later leading a raid on the Marine HQ during the Summit War as well. His actions have made him impossible for the Government to ignore, which is why he always keeps getting absolutely massive bounties.

Luffy currently stands as one of the Four Emperors of the Sea, and, as such, his overall bounty is incredibly high. He is most certainly going to get a new bounty at the end of the Elbaf arc, as has already been established by the author of the series, Eichiro Oda, based on how the current events of things are flowing.

Luffy received one massive bounty after another following his return to piracy after the two-year time skip. Immediately after returning to action, it was revealed that the events of the Paramount War raised his bounty to 400 million berries. Luffy then went on to defeat Doflamingo, and this raised his bounty to 500 million berries, with Trafalgar Law receiving a similar amount. Then, Luffy went to Whole Cake Island and led a raid in which he defeated two of Big Mom's Sweet Commanders, as well as stole her Road Poneglyph. This did immense damage to Big Mom's reputation, and Luffy's own bounty rose to 1.5 billion berries, and he was named as the fifth Emperor of the sea.

After Whole Cake Island came the most significant arc in One Piece, where Luffy fought against Yonko Kaido, often deemed to be invincible. Luffy went toe to toe with Kaido and eventually went on to awaken his Devil Fruit, which paved the way for his victory. Following the defeat of Kaido, Luffy was made one of the Four Emperors of the Sea, replacing the former Yonko, and he also received a staggering bounty of 3 billion berries. Since then, Luffy has maintained his 3 billion bounty, and he remains one of the most powerful pirates on the seas.

At this point in time, Luffy still has a 3 billion bounty, and it seems that the events of Egghead did not lead to any raise for him, even though he caused a massive incident that spread like fire all over the world. Luffy was even blamed for the death of Dr. Vegapunk, and it was clear to see that he pulled off an impossible escape from the island. Logically, this should have led to a bounty increase for him, but as far as the story has revealed, Luffy's bounty still remains at 3 billion berries.

However, things will change drastically after Elbaf for a multitude of reasons. For one, Luffy's new bounty poster might not have been revealed by Oda after Egghead. As such, his new bounty could be exposed to the fans after the events of Elbaf. More importantly, the events of Elbaf themselves are impossible for the world to ignore. As things stand, Elbaf is a thorn in the World Government's side. Imu sent two Holy Knights to Elbaf to recruit Loki so as to get the Giants to fight for him. Unfortunately for him, this plan failed, and right now, three Holy Knights are present in the country, with Imu possessing one of them.

Luffy is going to go up against Imu in this arc, and it goes without saying that he is not going to abandon Elbaf to its doom. Luffy will fight Imu and succeed in driving them out of the country. In this case, Luffy will have beaten some of the strongest Holy Knights as well as clashed with the Sovereign of the World itself. This is an absolutely massive event that the world cannot ignore.

At the same time, the Giants will officially side with Monkey D. Luffy in this arc and take up arms against the Government. The declaration of war from the Giants and their alliance with Luffy will not be ignored by the world and will once again add great infamy to the Pirate Captain, Monkey D. Luffy. As such, following the events of the Elbaf arc, Luffy is due for a bounty increase, and it is highly likely that his bounty will jump from 3 billion berries to 4 billion berries.

Luffy's new bounty after Elbaf will also mirror his bounty increase following the events of the Paramount War. Back then, Luffy's bounty went from 300 million berries to 400 million berries. Oda often likes to draw parallels between various bounties, and this one will be completed by Luffy’s bounty jumping from 3 billion to 4 billion berries at the end of Elbaf.

It must also be remembered that the other Yonko are making waves across the seas as well, and as such, they will also receive new bounties. Buggy, for instance, is leading the most aggressive group in the entire series that goes after the lives of the Marines, as no other organization has ever done before. For this reason, Buggy's bounty is most certainly going to increase as well.

Shanks has finally made his move for the first time in history, and given that he is far more aggressive than before, it is highly likely that he will also receive a massive increase. Blackbeard keeps on stacking bounty increases one after another. The last time fans saw him, he had a bounty of 3.996 billion berries, which could very well rise way above the four billion mark soon enough.

Luffy receiving a four billion bounty at the end of Elbaf will be significant because it will also be his last bounty before the end of One Piece. Luffy reaching the four billion mark would signify him becoming a rival to Red-haired Shanks. This bounty would also be issued immediately before the beginning of the Final War of One Piece. As the war begins, Luffy is highly unlikely to receive another bounty because there would be no time for it. Luffy's next bounty will only be issued after he becomes the Pirate King, and this figure should go on to surpass that of Roger. At that point, Luffy will have a bounty of over 5.6 billion berries, which would make him the most wanted man in the world. For now, Elbaf will be the last arc in which Luffy gets a bounty, and that is both exciting and somewhat saddening at the same time.
