None of these ladies have sparked a serious romantic connection with Luffy, but ranking them from weakest to strongest is one way to highlight their individual strengths.
Rebecca
- First Appearance: One Piece Chapter 704
Being forced to fight as a gladiator was a tough experience for Rebecca in One Piece, but it also drew her closer to Luffy than to any other member of the Straw Hat Pirates. All the help she received from Luffy was returned with unconditional respect and admiration. Even after news broke out that Luffy kidnapped Vegapunk, she refused to believe it.
While Rebecca isn’t as strong as any other character in this list, she is quick enough to dodge an attack from Hakuba and defend herself. She isn’t an attacker but a defender through and through, relying on her instincts and agility to survive.
Nefertari Vivi

Marguerite became a potential love interest for Luffy after she found him helpless with mushrooms growing from his body. Funny, what Marguerite found most captivating about Luffy wasn’t because he was a man, but his golden kitama. She felt drawn to him, and the only way she could restrain herself was by attacking him.
Just like Boa Hancock, Marguerite can also use Armament Haki, making her a formidable warrior. She usually wields a snake bow, firing Haki-imbued arrows at her opponents.

Among the Vinsmoke siblings experimented on by Judge, Vinsmoke Reiju is the only one who managed to retain her humanity while still receiving all of the genetic enhancements. These enhancements gave her the ability to use poison in battle, from emitting toxic smoke from her mouth to being completely immune to the deadliest toxins.
Carrot

The ship between Carrot and Luffy is not as popular as the other girls linked to the aspiring Pirate King in One Piece. Even so, there remain hopefuls who want to see them together in the end. After all, there was a lot of skinship between the two characters, with Carrot often taking the initiative to throw her arms around Luffy and gnaw on his ears.
In terms of personal strength, Carrot is a capable warrior, as expected of a mink. In her base form, she can even catch Zoro off guard, not to mention take on Charlotte Brulee by turning her power against her. As the captain of the Kuja Pirates, Boa Hancock has proven time and again just how formidable she is. Even Blackbeard acknowledged that Hancock could potentially one-shot him, a testament to her overwhelming strength and mastery of her devil fruit ability.
Unfortunately, Luffy refuses to return her feelings, remaining completely focused on his dream of becoming the next pirate king. Besides that, meat will always come first to Luffy.
Uta

This list wouldn’t be complete without Luffy’s childhood friend, Uta, who, as fans know, is Shanks’ adoptive daughter. She shared a fierce rivalry with Luffy, often emerging victorious in various contests.
Uta rose to face in One Piece Film: Red, having eaten the Uta Uta no Mi devil fruit. She even summoned the Tot Musica, aka the Demon King of Songs, a monstrous entity so powerful that it required the combined strength of the Straw Hat Pirates and the Red-Hair Pirates to bring it down.
