The basis for the duo of Luffy and Loki was set early on at the beginning of the Elbaf Arc. Right after Luffy and the Straw Hats set foot in the Underworld of the country, they sensed the presence of a beast lingering in the region. Even though Loki was first introduced as a monster and somewhat of a villainous person, Luffy immediately took a liking to him, and the two almost hit it off. One Piece has since only built up their bond, and while Loki doesn't seem to be too fond of Luffy, it is clear that they are a monstrously powerful duo together that will continue to shine as the Elbaf Arc continues.
Luffy was primarily responsible for Loki being freed, and now, these two monsters have finally united. For the first time in 800 years, this legendary dragon and the Sun God Nika are fighting together, and it is certainly going to be a sight to behold when they confront Imu.
