Immediately upon being introduced in the story, fans knew that Loki would be absolutely massive in terms of importance when he debuts. As expected, Loki showed up in the Elbaf arc of One Piece, and here, fans were quite surprised by the reputation he bore. The prince of all the Giants was actually reviled by the people, and most consider him to be the Accursed Prince and a stain on Elbaf's legacy. Despite being the son of the previous King Harald, Loki is most certainly not loved at all, and even though he will eventually be liked by the people, his character indicates that he most likely won't find peace in the country.

On the flip side, Loki is already liked by Luffy, which is strange. Luffy usually only gravitates towards people who he knows are good at heart and mean him or his friends no harm. Loki has a tough exterior, but he's nice on the inside, which is something confirmed by Mosa as well. Luffy not only warmed up to him, but also saved his life on more than one occasion. Most of all, it was Luffy who freed Loki, just like he freed Zoro all those years ago. As such, the hints of Luffy wanting Loki to join his crew are very prominent.

Luffy and Loki must team up and fight against the bigger problem. This is also indicated in the Elbaf Mural. Fans can clearly see Loki and Nika fight together in the Great War against Imu.

Loki Joining The Straw Hats Makes Sense
Given that Loki has nowhere to go, the fact that Elbaf hates him, and above all, Luffy saved his life and wants him to fight alongside him, the only conclusion that one can come to is that Luffy has already chosen the last Straw Hat, and with Loki, they will truly become a proper Yonko crew.
