The powers, abilities, and even the personality of the mighty weapon Ragnir all reflect author Eiichiro Oda's love of real-world mythology and pop culture. Ragnir is clearly the next Mjolnir, one of the most iconic weapons in Marvel comics and the MCU, but with a much-needed One Piece twist to be more than a mere pop culture reference. Ragnir is similar enough to Mjolnir to make it familiar and exciting, but it can do more than make Loki a Thor stand-in. Ragnir has an important place in Elbaph's history and security, and its abilities reflect that.
Ragnir's power level is impressively high, based on what One Piece readers have seen so far, and that still might not be this living weapon's maximum strength. Ragnir is a battle hammer that consumed a Zoan-type Devil Fruit to come to life, a self-operating weapon that guards Elbaph's fabled Devil Fruit treasure. Only those whom Ragnir deem worthy may make peace with this weapon and wield it, and it was in that context where Ragnir first fought Loki and demonstrated its capabilities.

At the time, Prince Loki had a battle hammer of his own, a weapon that shattered under the pressure of Ragnir's attacks. By contrast, Ragnir merely suffered a moderate injury, with its giant squirrel form getting a comical bump on its head. Seeing how Loki is an ancient giant with unmatched strength says a lot about how he could merely "bonk" Ragnir and lose his own weapon in the process. What is more, the Imu-possessed King Harald coveted Ragnir's power for himself when Loki brought it to bear on him. Harald clearly wasn't worthy to use Ragnir, but if an ancient giant like him has the immortality and power of the God Knights and still lusts after Ragnir's power, then this squirrel is one scary weapon of war.
As a blunt offensive tool, Ragnir's power and durability are unmatched even by ancient giant standards, let alone the standards of normal giants or humanoid pirate crews. Ragnir can still do more, though, as Loki has demonstrated a few times already. True to its Mjolnir inspiration, Ragnir's wielder may summon vast storms of lightning in battle, a fearsome ability that threatens to burn down the entire Treasure Tree Adam of Elbaph. More recently, One Piece readers witnessed Loki using an ability called Niflheim to flash-freeze one of Ast. Killingham's MMAs. Given Elbaph's Norse inspirations, it's only natural for Ragnir to have an icy ability, and it also promises to make Loki even stronger than ex-Admiral Aokiji/Kuzan when it comes to elemental attacks.

Notably, Ragnir has the powers of a Devil Fruit itself, with it being one of only a few known non-living items to have Zoan-type powers. Another is Cerberus, the three-headed monster sword wielded by Figarland Shamrock of the God Knights group. This means a fighter like Loki or Shamrock can use a weapon/Devil Fruit in addition to not just Haki, but also their own Devil Fruit powers, should they have any.

It's highly unlikely anyone else can do that, but with weapons like Cerberus and Ragnir floating around, it's surprisingly easy for some fighters to bring more than one Devil Fruit's power to bear in a fight. In all likelihood, Loki cannot eat two Devil Fruits, but if his hammer Ragnir has a Zoan-type fruit's power, than that leaves Loki free to eat and use his own Devil Fruit. The same could potentially be true of Shamrock and Cerberus, with Shamrock being free to eat a Devil Fruit if he chooses to.
In short, the very nature of Ragnir, the giant hammer, gives Loki a serious edge even when fighting the likes of the immortal King Harald, seeing how Loki is an ancient giant with a Zoan-type weapon and the freedom to wield the legendary Elbaph Devil fruit that Ragnir once guarded in that treasure chest. It's almost like a hack or cheat, but in a cool and fun way, with Loki juggling two fruits, a hammer, and the will to smash all enemies into submission with them all. This is the kind of power that helps One Piece's newest cast members keep the power creep going after the likes of Kaido and the Five Emperors terrorized the Straw Hats, and it's the kind of power the giants will need to free the world from Imu's tyrannical grip once and for all.
