The Accursed Prince of Elbaf, Loki is one of the main characters in One Piece at this point. In the Elbaf arc itself, he stands as the deuteragonist right next to Luffy. When the Elbaf arc began, it was quite clear that Loki was going to play a very important role. However, Oda certainly subverted expectations when he revealed Loki to be a good guy. The image that was painted of Loki at first was that of a villain, and most fans expected him to stand in the way of Luffy and the Straw Hat Pirates.
But now, Loki has clearly allied with Luffy and is going to fight alongside him against the threat of the evil World Government to liberate Elbaf once and for all. Beyond Elbaf, however, Loki's future remains uncertain. That said, Oda has cleverly laid hints in the story already about Loki's future role, and he has significant importance in the Final Saga moving forward.
Loki Will Help Luffy Beat Imu In Elbaf
Luffy and Loki Vs Imu Is On The Horizon
The very first role that Oda has for Loki is to help Luffy in the battle against Imu. As was stated by the prophecy that Jarul mentioned in One Piece chapter 1174, on a particular snowy day, the skies will be covered by a giant beast, and this beast is none other than Loki. Alongside him is the Sun God of Liberation, and fans know that person to be none other than Luffy. Together, these two are going to fight against the threat of the World Government and eliminate it once and for all. This means that a massive war is about to unfold in Elbaf, and the Holy Knights and Imu will be up against the force of this tremendously overpowered duo.
Loki has already transformed into his dragon form, and with his powers, taking on the threat of the Holy Knights becomes a lot easier. The main problem in Elbaf would be the Sovereign of the World, Imu. Defeating him is not going to be easy for Loki or Luffy, even with their combined might. One way or another, however, Imu must be driven out of Elbaf, and as that happens, the story can then kick up a gear and move towards the next phase. Most fans would assume that after the events of the war against the World Government in Elbaf, Loki's importance in One Piece will reduce. While that might be true to a certain extent, he still has a massively important role to play, because he is going to give Luffy his most powerful army in the Final Saga.

The Galleila Giants Are Key To Taking Down The Government
At this point in the story, Oda has done incredibly well to establish that the biggest enemies for Loki are those of the World Government. Loki intends to destroy the world and while that might seem villainous behavior on the surface level, the true enemy of Loki is the corrupt world order of the Government. As such, Loki's goals align with those of Luffy, and that means there is no reason for them not to ally from here onwards either.

There is a raging debate on whether Loki should join the Straw Hat Pirates after the events of Elbaf or not. While it could happen, the chances of Loki actually joining the Straw Hats are still pretty low, given his sheer size and the amount of strength that he possesses. Instead, Loki could very well set out to sea on his own and Oda will have a very important task for him, and that is securing a massive fleet for Luffy for the war to come. This fleet is going to be the Galleila Giants.
The Galleila Giants were first mentioned in the Elbaf flashback. It is said that they were a band of hammer-wielding giants, known to be terrific shipbuilders. Long ago, they set out on a voyage but never returned, according to Jarul. It is said that they were frozen at some point and never ended up returning to Elbaf. One of the main goals that Rocks D. Xebec had was to find the Galleila band. According to him, freeing them was absolutely necessary to tear down the World Government. This is going to be Loki's next goal in the Final Saga, and his Devil Fruit powers are going to be absolutely perfect for it.
Loki is a giant dragon of the Western kind, and these dragons usually have the power to breathe fire. If Loki can breathe fire, then he would be the one to melt the ice they are encased in, in Punk Hazard, and then set them free. The Galleila Giants will then build the largest fleet of ships for Monkey D. Luffy as the Great War against the World Government finally kicks off.

Loki's Ability Will Bring The Dawn Of The World
Quite clearly, Loki's powers are going to be key in the Final Saga of One Piece moving forward. Not only is he going to protect the sovereignty of Elbaf, but at the same time, he is going to bring back the Galleila Giants with his powers. He is going to become Luffy's most important ally, as he gives him a massive fleet of ships for all of his other comrades, and then lead the charge against the World Government when the time comes.

At the same time, Loki's Devil Fruit is the National Treasure of Elbaf, and he wields Ragnir as well. These two powers will allow Loki to fight against some of the strongest monsters of the World Government and deal deadly damage. Without Loki, winning the final war is impossible, and it has already been prophesied that he will fight by Luffy's side. These two are going to bring the dawn of the world together, and the Galleila, along with the other allies of Monkey D. Luffy, will sail right behind them.

The Great War of One Piece is fast approaching, and if Elbaf is the prelude, what comes next is going to be an explosion of chaos that will make the seas far more turbulent than ever before. With that, the end of One Piece is closing in, and fans need to brace themselves for what is coming.

For now, Luffy and Loki first need to deal with Imu and the Holy Knights in Elbaf. The arc is still expected to continue all the way through to the end of 2026. It is only after it concludes that the plot point of the Galleila Giants can be dealt with. For now, fans can enjoy the exciting battles that unfold in the Warland as Imu tries to take control of it and the Sun God descends.
