One Piece may be a shonen manga, but it doesn't operate on the same principles as some of the other titles. One of the main differences between One Piece and other shonen manga is how it handles powerscaling.
Most shonen series focus on powerscaling and make it an important aspect of the story. However, Eiichiro Oda doesn't feel as strongly about it. In fact, the introduction of Imu proves that the One Piece author really doesn't care too much about powerscaling.

Imu Takes Over Gunko's Body
A few chapters ago, One Piece fans saw the nefarious Imu taking over Gunko's body. It happened after Gunko remembered an incident from the past, and she was about to run to Brook. Imu couldn't let another one of the Holy Knights be distracted, especially after Gaban nearly killed Shepherd Sommers.
Once Imu gained control of Gunko's body, they began to attack the residents of Elbaf. They used magic to turn Dorry, Brogy, and other Giants into heinous monsters. Imu wanted to utilize the power of the Giants to kill Jarul and destroy the history of Elbaf.
Imu Is Stronger Than Anyone Else In Elbaf
From the demonstration of powers, it is rather clear that Imu's power is completely different from most characters in Elbaf. Not only can they use magic to turn people into obedient demonic entities to do their bidding. Additionally, they can also use Conqueror's Haki, and, according to several characters, it's extremely potent. It is also worth mentioning that Imu's real body is elsewhere, meaning it is possible that their actual strength is possibly greater.
So far, Imu's most dangerous ability is the power to turn anyone into obedient slaves. With this ability, Imu can raise an army within seconds and decimate any nation. Imu also has access to other skills, including switching bodies, immortality, flight, etc. As the Elbaf arc continues, it's imperative that fans learn more about Imu and their abilities.

Imu's introduction will have a significant impact on the series as a whole. After Oda showed a character that has access to so many insane abilities, it completely changed powerscaling debates. Prior to Imu's introduction, fans had a completely different understanding of what it meant to be strong.

In order to reach the top and surpass Imu, the characters need to have better Devil Fruits and Haki. Additionally, their physical traits need to be much better than the rest. Even then, they have to find a way to bypass Imu's immortality. While it seems impossible, fans need to put their trust in Oda.
Eiichiro Oda Isn't Big On Powerscaling Either
By now, fans should know that Oda doesn't care about powerscaling. His primary concern is to ensure that the world-building and the story are flawless. So far, Oda has done an immaculate job, and he will be looking forward to continuing this run. If he was too invested in powerscaling, then he wouldn't have introduced new characters in Elbaf that have better powers than the Yonko. Oda's main goal has always been to give fans a quality story, and that won't be changing anytime soon.
How Will The Elbaf Arc End?
The Elbaf arc is halfway done, and it's quickly heading towards its conclusion. Currently, the story is focused on the Underworld section of Elbaf, where Luffy and his allies were talking to Scopper Gaban and Loki. While Hajrudin is against the idea, it is looking increasingly unlikely that Loki won't be freed.
The Straw Hats need many strong fighters if they want to take down the Holy Knights and send Imu back to Marijoa. Considering Loki's might, it would be unwise to keep him chained. So, Loki will be freed, and he will join the Straw Hats in their bid to defeat the villains and save Elbaf. However, Oda won't immediately get to the fight, as he started Harald's flashback, which will help fans learn more about Elbaf's greatest king.
