But before that can happen, the heroes need to take down several characters who pose a threat to them. As things stand, there are multiple individuals who could end up as the final villain.

Imu

Imu is the head of the World Government, meaning they have power over every single person within the organization. Despite their status, only a handful of people are actually aware of Imu's existence. In fact, the secret about Imu being alive is among the most well guarded. Anyone who unintentionally sees Imu ends up dead.
Imu is a powerful individual who has access to a plethora of Devil Fruit powers. Additionally, they are adept at using Haki. They also seem capable of using magic, which enables them to turn people into demons. Imu has only shown a glimpse of their abilities, but it's likely that will change in the coming arcs. Currently, Imu is the character with the highest odds of being the final villain. The World Government needs to undergo a massive change, and it won't be possible until Imu is removed from power.
Blackbeard

Marshall D. Teach, better known as Blackbeard, is the captain of the Blackbeard Pirates. He is the son of Rocks D. Xebec, making him part of a special lineage. Blackbeard's rise to infamy happened in a short period, and it was all due to his planning. He calculated every move and made sure that nothing stopped his ascent to the top. Currently, Blackbeard has two powerful Devil Fruits in his locker, which puts him among the strongest characters in One Piece.
One Piece: Best Pirate And Marine Rivalries
These pirates and marines from One Piece have clashed on more than a few occasions, resulting in them forming heated rivalries.
Blackbeard wants to claim the One Piece, which is the same goal as Luffy. So, it's inevitable that the two will clash at some point. Whether the fight happens towards the end of One Piece remains unknown, but there is a good chance that Blackbeard will be the final One Piece villain. One thing is clear: Blackbeard's fight with Luffy will be the biggest fight in shonen history.
Sakazuki

Sakazuki became the Fleet Admiral of the Marines after beating his fellow Admiral, Kuzan, in a lengthy battle on Punk Hazard. Both sides suffered serious injuries, but it was Sakazuki who emerged triumphant. Following his victory, Sakazuki took the reins of the Marines.
Sakazuki has been hyped as one of the endgame villains for a long time, especially after what he did to Ace. Many fans are expecting Luffy to avenge his fallen brother. Seeing Ace die in front of his eyes traumatized the Supernova for days. Luffy and Sakazuki haven't met since the Marineford arc, but that's likely to change in the Final Saga.
Saint. Figarland Shamrock

St. Figarland Shamrock is the son of Garling and the elder brother of Shanks. He was introduced in the Elbaf arc, and it seemed that he would be the primary antagonist. However, it seems that Oda is saving him for later, perhaps even for the end of One Piece.
One Piece: Whitebeard And Other Characters Who Could Match Gol D. Roger
Whitebeard wasn't the only One Piece character capable of challenging Gol D. Roger.
Shamrock checks all the boxes to be the final villain of the story. He has an elite character design, comes from a special lineage, has connections to some of the most influential One Piece characters, and last but not least, has a plethora of powerful abilities. Shamrock is adept at using Haki and also possesses a blade that can transform into a Cerberus at will.
Oda gave readers a taste of the Holy Knight's power in Elbaf, but his true strength will be revealed much later. What makes Shamrock an excellent candidate for the final villain is that he perfectly fits into the evil Shanks theories. If Luffy beats him, it would make it obvious that he has surpassed Shanks. This would also erase the need for Luffy to fight Shanks.
Buggy
Affiliation: The Cross Guild, Buggy Pirates

The Cross Guild is a powerful organization that has risen to infamy in a short period of time due to its members and a lot of misunderstanding. Originally, Crocodile and Dracule Mihawk were supposed to be the leaders, but things changed when Buggy's minions created posters that showed the two ex-Shichibukai as his underlings. The World Government thought Buggy had managed to bring them under his command and named him one of the new Yonko.
While Buggy is the leader on paper, Crocodile and Mihawk are the ones who run the show. Whatever they say goes, as Buggy is powerless before them. However, the Yonko did manage to put them on a wild goose chase for the One Piece. Although unlikely, there is a small possibility that the Cross Guild could end up being the final impediment in the path of the Straw Hat Pirates.
