In One Piece, the World Government will slap a bounty on anyone that they deem dangerous enough, regardless of their species. In fact, a good number of fairly high bounties have been put on non-human characters. Typically, these characters are affiliated with significant pirate crews, and tend to have the capabilities required to back up their massive reputations.
The following characters all have bounties drastically over 300 million Berries, a fairly rare amount for any individual. This list will look at some of the highest non-human bounties in the series, giving context as to why they are so significant.

7 Charlotte Smoothie
932 Million Berries

- Current Affiliation: Big Mom Pirates
Charlotte Smoothie is one of the Three Sweet Commanders, Big Mom's top officers, alongside her elder half-brothers, Katakuri, and Cracker. Many of Big Mom's 85 children, including Smoothie, are the result of interracial partnerships, leading to a number of human hybrid children. Smoothie is one of three children from Big Mom's marriage with a longleg tribesman, along with Citron and Cinnamon. Like all of Big Mom's marriages, the husband was abandoned after the children were born.
Smoothie has eaten the Shibo Shibo no Mi, which allows her to wring the juice out of any object and even absorb it into herself. She is capable with a sword, using it in combination with her Devil Fruit powers, as well as in standard combat. Smoothie takes pride in her longleg heritage, decorating her legs as is common for those in the tribe. Her high bounty and high authority both derive from the strength she displays, as she is the second-strongest woman in the Big Mom Pirates.
6 Jack
1 Billion Berries

Jack is an All-Star, one of Kaido's three top subordinates within the Beasts Pirates. The highest ranked Fish-Man in the organization, he is a brutal individual whose actions tend to border on sadism. He is first seen attacking the Mink Tribe on Zou, and was willing to kill Zunesha, their symbiotic host, if they did not relent. However, his fleet was no match for the ancient elephant once it attacked them.
Jack's billion bounty has been boasted about by his subordinates, although he himself seems to pay it little mind. It is likely tied to his destructive nature, and the high authority he possesses within the Beasts Pirates. Like most of his high-ranking crewmates, Jack has consumed an Ancient Zoan Devil Fruit; in his case, the Zou Zou no Mi, Model: Mammoth. This allows Jack to transform into a mammoth or mammoth hybrid, but makes him unable to swim, a notable downside considering that water is the terrain in which fish-men are stronger than humans.
5 Jinbe

Jinbe is the helmsman of the Straw Hat Pirates, but has a long history of piracy. His first foray was as a member of the Sun Pirates, a crew composed of Fish-Men and Merfolk led by Fisher Tiger, an ex-slave who liberated many slaves on Mary Geoise, including Boa Hancock and Koala. Unfortunately, Tiger ended up being killed by the marines after returning Koala to her home.
Jinbe took over the crew, leading many of his crewmates to defect. To save his allies, he attempted a reformist approach, accepting a position as a government-sanctioned pirate, or Shichibukai. This resulted in his crewmates being pardoned for their activities with the Sun Pirates. However, Jinbe forfeited his position when the government prepared to target the Whitebeard Pirates.
Jinbe was broken free from Impel Down as part of Monkey D. Luffy's break-in, and developed a rapport with Luffy during this time. During the timeskip, Big Mom protected Fish-Man Island in exchange for sweets, and the Sun Pirates served as subordinates to her crew. Eventually, Jinbe and the Sun Pirates broke with Big Mom's crew with the Straw Hats' help, after which Jinbe made good on a long-kept promise to join the Straw Hat Pirates in Wano. Jinbe's massive bounty is due to both the increased notoriety of the Straw Hat Pirates after the defeat of Kaido, and his own storied history of piracy.
4 King

Formerly known as Arber, King is one of Kaido's All-Stars. He is part of the Lunarian race, a persecuted, near-extinct species hailing from the Red Line known for their dark skin, white hair, and gigantic black wings. They also possess the ability to control the flame on their back. When their flame is lit, Lunarians have significant durability, which shifts to speed when it is not. King wields a katana, which he uses in combination with both his natural Lunarian abilities and hand-to-hand combat in battle. His Ancient Zoan is the Ryu Ryu no Mi, Model: Pteranodon. He uses the wings on his arms in Pteranodan form like swords.

The world of One Piece is full of brutal, sharp, notorious pirates. Here are One Piece's most wanted figures, ranked by their bounties.
Alongside Kaido, King was a test subject imprisoned in Punk Hazard. Alongside Kaido, he broke out, with the pair forming the Beasts Pirates. King is devoted to Kaido, promising his captain he would refuse to lose until he made him Pirate King. This mirrors Zoro's own statement to Luffy, after he lost to Dracule Mihawk. Ultimately, King and Zoro clashed in battle, with Zoro coming out the winner.
3 Dorry & Brogy

Dorry and Brogy were formerly the joint captains of the legendary Giant Warrior Pirates. They were childhood friends of Elbaf's former king, Harald, and were notorious for their past deeds. For over a century, the pair went into self-imposed exile in Little Garden, an island populated by dinosaurs, where they intended to duel to the death. Despite having left since then, they expressed the intention to continue the duel with newer, sharper weapons. Despite this, they maintain a friendly rapport.

Imu has achieved ambitions that other One Piece villains have attempted but ultimately failed to secure in the long term.
Galdino (Mr. 3) discovered their presence on Little Garden and attempted to capture them alongside his comrades in Baroque Works in an effort to earn their bounties. Fortunately, they befriended the Straw Hat Pirates, who saved them from capture. They repaid the favor when they aided in retrieving the Straw Hats from Egghead and helped them travel to Elbaf. This led to the pair being alleged to have aided Luffy in killing Vegapunk (a false allegation, as his death was ordered by the government). Dorry and Brogy have since come under the control of Imu during God's Knights' raid on Elbaf. They have been charged with killing Jarul, another former captain of the Giant Warrior Pirates.
2 Loki

Loki was the former heir apparent of Elbaf. His father was the beloved King Harald, who instituted reforms for Elbaf after encountering Ida. However, due to Ida's "impure blood", she was denied the opportunity to become queen. Harald was instead forced into an arranged marriage with Estrid. This culminated in a child she was repulsed by and attempted to kill: Loki, who would endure a series of rejections from this point onwards.
Loki is one of, if not the mightiest, giants on Elbaf. He has a mighty hammer known as Ragnir, an unnamed Devil Fruit thought to be legendary, and an implied level of Haki mastery. Loki has been deemed a criminal for his actions, including the murder of his father Harald. His fearsome, destructive nature is as known to the people of Elbaf as it is to the World Government.
Loki's bounty appears to be largely concentrated on his own might, rather than any major affiliation he may have. That said, he has a small following made up of beasts and humans in the Elbaf Underworld. Luffy has expressed interest in Loki joining his crew, an opinion met with heavy dissent, including from Loki himself, who appears annoyed by Luffy at present.
1 Kaido

Kaido is considered the "World's Strongest Creature." The characteristics of the Oni race (through the lens of himself and his son, Yamato) seem to be long horns, humanoid appearance, a tall build, and high strength and resilience. Kaido has had a "might makes right" mentality drilled into him through a lengthy history of combat. His primary ambition seems to be to create a destructive "final war" against the World Government; however, he also expressed interest in collecting the Ancient Weapons along with the fabled One Piece.
Kaido's Uo Uo no Mi, Model: Seiryu Devil Fruit allows the user to transform into the fabled Azure Dragon. This gives Kaido a number of draconic powers, including fire, lightning, and wind-based attacks. He frequently uses "flame clouds" to propel himself upward, giving him limited flight. He is also skilled with Haki, which he uses in combination with his signature club, Hassaikai.
Beyond his own status as a lethal one-man army, Kaido controls an actual army in the form of the Beasts Pirates, a crew of roughly 20,000 members. The crew formerly occupied Wano Country, since Kaido had a long-term alliance with the shogun, Kurozumi Orochi. However, their influence dwindled after Kaido's defeat at Luffy's hand and the subsequent installation of Kozuki Momonosuke as Wano's shogun.
Due to Kaido's resilience, it is ambiguous if his defeat and submergement in lava actually killed him. Due to how strong, resilient, and destructive Kaido is, his high bounty makes perfect sense. However, his defeat by Luffy's removed him from the Yonko rank, a designation given to the most threatening pirates in the World Government's eyes. In his place, Luffy himself is now Yonko, albeit with a marginally smaller bounty than Kaido at present.
