The Straw Hat Grand Fleet is one of the most powerful forces that sail the seas of the One Piece world. Created towards the end of Dress Rosa, the Straw Hat Grand Fleet was formed after the many pirates on this island swore their allegiance to Luffy and decided to fight on behalf of the Straw Hat Pirates, no matter what.

Ever since then, the individuals of this fleet have been consistently growing stronger. While all of them possess impressive strength, they do so in different ways. Some are skilled in Devil Fruit usage, while others employ Haki primarily. Within the Straw Hat Grand Fleet, there are quite a lot of powerful Haki users, and they are certainly among the most impressive in the story.
8 Usopp

- Haki Grade: Basic
Usopp is one of the Senior Officers of the Straw Hat Grand Fleet. He is a pirate worth 500 million berries, and when it comes to Haki, he wields the Color of Observation. He awakened this power IN Dressrosa, however, he hasn't refined it ever since.
Usopp’s control over Observation Haki is quite basic at the moment, however, he will most definitely improve upon it, especially in the final saga of the story.
7 Cavendish

- Haki Grade: Basic
Cavendish is a powerful swordsman and the first representative of the Straw Hat Grand Fleet. While he might be the strongest representative in the Grand Fleet, he certainly does not have the strongest Haki.
In fact, Cavendish doesn't even actively rely on his Haki. He has both the Color of Observation, and the Color of Armament, however, his skill with both appears to be basic.
6 Don Chinjao
- Haki Type: Observation Haki, Armament Haki, Conqueror's Haki
- Haki Grade: Refined
Don Chinjao is a member of the Happo Navy, and that, by definition, makes him a member of the Straw Hat Grand Fleet, even though he is not the representative. Chinjao possesses all three Haki types. He is a user of the Color of Observation, the Color of Armament, and, of course, the Color of the Supreme King as well.
Chinjao possesses decent control over Haki, as is evident from the fact that back in his prime days, he could even fight multiple battles against Garp. While Chinjao might not be the strongest individual, especially due to his aging body, his Haki is certainly very impressive.
5 Don Sai
- Haki Type: Observation Haki, Armament Haki
- Haki Grade: Refined
Don Sai is the current leader of the Happo Navy, and the man who has inherited Don Chinjao’s techniques. He is an incredible user of the Hasshoken, and he incorporates Haki brilliantly into it.
Don Sai is an amazing user of Observation Haki, and his Armament Haki is outstanding as well. Towards the end of the Dress Rosa arc, he awakened the true power of the Drill Dragon Nail, and Chinjao even commented on how he finally surpassed him.
4 Jinbe
- Haki Type: Observation Haki, Armament Haki
- Haki Grade: Refined
A Senior Officer of the Straw Hat Grand Fleet as well as the Helmsman of the Straw Hat Pirates, Jinbe is an excellent user of Haki. He possesses both Observation and Armament Haki, with the latter being more refined in his case.
He combines these powers brilliantly with his Fish Man Karate and that makes him a special fighter.
3 Sanji

- Haki Grade: Refined (Armament, Observation)
Sanji is one of the two Wings of the Pirate King, and of course, the cook of the Straw Hat Pirates. Within the Straw Hat Grand Fleet, he is a senior officer and he possesses incredible strength.
Sanji has extremely refined Armament Haki, and he is a master of Observation Haki as seen on many occasions in the story.
2 Zoro

- Haki Grade: Refined (Observation And Armament), Advanced (Conqueror's)
Roronoa Zoro is the number two of the Straw Hat Pirates, which also makes him the number two of the Straw Hat Grand Fleet. Zoro possesses incredible control over Haki.
He has refined his Observation and Armament Haki to great levels, and when it comes to Conqueror's Haki, he commands this skill at an advanced grade, thanks to his incredible sword, Enma.
1 Monkey D. Luffy

Luffy is the Senior Captain of the Straw Hat Grand Fleet and one of the Yonko of the Sea. While Luffy is a true master of his Devil Fruit, he also commands Haki at a monstrous level.
Luffy has access to all three Haki types, and at the same time, he has mastered the advanced grade of all three of them, making him one of the only three pirates who has shown this feat in the story so far.
