Shanks is one of the strongest characters in the world of One Piece and a pirate who rules the New World as one of the Four Emperors. Unlike the vast majority of the powerful characters in the One Piece world, Shanks does not have any Devil Fruit power. Instead, he relies purely on Haki, which is what makes him special as far as the Yonko are concerned. In the current Yonko order, Shanks is the only one without a Devil Fruit.
Oda has likened him to a Haki master, and so far, he has shown the most extensive Haki feats in the entire story. Shanks is specifically a master of Supreme King Haki, and his control over it has been likened even to Joy Boy. Undoubtedly, Shanks has tremendously overwhelming Haki, but there are a few characters alive in the story right now that can rival his Haki output.
Dracule Mihawk
Shanks's Old Rival
Known to be the strongest swordsman in the world of One Piece, Dracule Mihawk is a fiercely powerful Haki user who has a deep connection to Red-haired Shanks. Mihawk and Shanks have always been on friendly terms, but their rivalry is so fierce that it used to echo all across the Grand Line back in their younger days. It is said that they have fought countless duels of an incredibly high level, and even legendary figures such as Whitebeard were aware of their battles in the past. Mihawk and Shanks never settled their duels, which suggests that, at the very least, they are close in terms of strength. Of course, Shanks was never truly interested in becoming the world's greatest swordsman, which is why Mihawk holds on to this title right now. Overall, these two monsters will always be close in strength.
Given that Mihawk does not have a Devil Fruit either, it goes without saying that he is an absolute monster when it comes to the usage of Haki. It is a given for Mihawk to utilize all three types of Haki, as well as have a significantly advanced mastery of Conqueror's Haki. While not on the same level as Shanks in terms of application, Mihawk most certainly has very refined Conqueror's Haki that can see him rival even the Red-Haired Emperor.
Shamrock Figarland
Shanks's Twin Brother
Shamrock Figarland is the elder twin of Shanks. They were both born in God Valley in the West Blue to an unknown woman with red hair. During the God Valley Incident, Shamrock and Shanks were separated due to the former being taken by the Roger Pirates accidentally. Shamrock grew up as a Celestial Dragon, while Shanks grew up as a member of the Roger Pirates. However, in terms of skill and talent, it is believed that Shamrock and Shanks are neck and neck. This was confirmed in the Elbaf flashback of One Piece, when Shanks returned to the Holy Land of Marijoa. Clearly, Shamrock was already incredibly skilled at this point in the story, with talent considered to be generational.
Shamrock has risen to become the Captain of the Holy Knights. He believes himself to be even stronger than Loki and, as such, one of the mightiest characters in the whole world. Shamrock doesn't seem to have a Devil Fruit. Instead, it is his sword that has eaten a Cerberus devil fruit. Shamrock is an extremely strong user of Haki, given his Celestial Dragon connection and the fact that he is Shanks's brother with equal talent and skill. It goes without saying that Shamrock has an amazingly powerful Conqueror's Haki. While Oda has not yet illustrated the full extent of his Conqueror's Haki, that moment is swiftly arriving as the final saga continues.
Monkey D. Garp
The Naval Hero
Known to be the Hero of the Marines, Monkey D. Garp is one of the biggest Haki monsters in the entire series. Just like Shanks, Garp does not rely on any Devil Fruit power. Instead, he makes use of his fists in combat and coats them in incredibly powerful Haki.
Garp is a user of all three types of Haki, but his specialty lies in Conqueror's Haki. His Haki is immense that, even in his old age, he was single-handedly able to dismantle the Blackbeard Pirates on the Pirate Island. In God Valley, 38 years ago, Garp showed tremendous Conqueror's Haki output that was able to pierce even the defenses of a Domi Reversi'd Rocks D. Xebec, which is absolutely incredible. Garp's Haki was equal to that of Gol D. Roger, which puts him in the same tier as Shanks when it comes to Conqueror's Haki manipulation.
Loki
The Accursed Prince
Loki is a character that was properly fleshed out in the Elbaf arc of One Piece, and Oda has already highlighted him to be a calamity so strong that he can go on to destroy the entire world. Loki has multiple powers up his sleeve. He has the legendary devil fruit of Elbaf, which allows him to transform into a giant black dragon. He also has the legendary weapon of the country, known as Ragnir, which has only deemed him fit to wield it. On top of all that, Loki also has tremendously powerful Haki. He has control over all three types, and his overall output of Conqueror's Haki seems to be incredible.
It is unclear as to what level Loki has mastered his Conqueror's Haki to, but he was clearly able to inflict serious damage to King Harald 14 years ago. In fact, it was with his Conqueror's Haki that Loki was able to kill Harald, surprising even the likes of Gaban and Shanks.
Imu
The Secret Ruler Of The World
Out of all the Haki users that exist in the world of One Piece right now, Imu most certainly stands as one of the very strongest. Imu is a relic of the Void Century era who has managed to survive due to being immortal. They have created the World Government and have a subservient force in the Holy Knights and the Five Elders. Imu themselves are incredibly powerful as well, and on top of their very overpowered Devil Fruit ability, Imu also has tremendously potent Haki.
Imu's Haki on God Valley was so strong that even the likes of Roger, Garp, and Rocks D. Xebec were surprised by the output. On Elbaf, once again, Imu's Haki proved to be overwhelmingly powerful. While not on the same level as Joy Boy, Imu is easily one of the strongest Haki users in the world of One Piece. Shanks' own Haki is comparable to that of Joy Boy, which means it should also be comparable to that of Imu.
