Monkey D. Garp is widely believed to be the strongest Marine of all time, and there is a great deal of evidence to back up the claims. Garp made his debut before the timeskip, and since then, he has become a firm fan favorite. One of the things that make Garp different from the rest of the Marines in One Piece is his ideology. He has his own sense of justice, and one may argue that it's the best among the Marines, but is that really the case?

Monkey D. Garp is famous for being the only Marine to have ever cornered Gol D. Roger. Even the latter admitted that he and Garp came close to killing each other multiple times. Garp does not have a Devil Fruit, so he had to work extra hard to reach such a high level. He trained his body regularly, which increased his physical abilities tremendously. Garp's regular punches were strong enough to crush boulders with ease. The rigorous training also enhanced Garp's Haki.
The Vice Admiral showed his Haki prowess in the Egghead arc, when he nearly destroyed an entire town with a single punch. It would be remiss not to mention that Garp was old at the time and past his prime. He was even able to overwhelm Kuzan, who was much younger and had a powerful Devil Fruit at his disposal. Kuzan was only able to win because Garp was heavily injured by Shiryu's attack.
In his prime, Garp's strength was comparable to that of Gol D. Roger. The latter specifically mentioned Garp and Sengoku as the only Marines who could challenge him. It is also likely that Garp fought against Rocks D. Xebec, Whitebeard, Shiki, and the other notable pirates from the old era. While Garp was certainly fighting on the side of the Marines, he wasn't a hero.

Garp didn't like the Celestial Dragons, and he rejected all promotions because he didn't want to be put directly under their command. Garp hated them, but that didn't stop him from saving the Celestial Dragons in God Valley. He teamed up with Roger to stop Rocks, which saved the Celestial Dragons from harm. Most of the innocent civilians were saved by Bartholomew Kuma. The young Buccaneer used the Nikyu Nikyu no Mi to save the people from certain death. There is no account of Garp helping the trapped slaves.
Garp received the title of Hero of the Marines because of his involvement in the God Valley Incident. While there is no denying that Garp played a crucial role, the World Government likely covered up the involvement of others because it didn't want to paint other pirates in a good light.
Another mistake that Garp made was letting so many innocent kids and mothers die. After the Marines learned about Roger's wife and kid, they decided to try and capture them. Roger had already revealed the details to Garp, so the Marine knew about Rouge and her child. However, Garp did not even try to intervene or lead the Marines astray so that other innocent people would be saved.
After Ace was captured, Garp did not try to help him. He visited Ace in prison but never freed him. On the day of Ace's execution, Garp fought against the Whitebeard Pirates. Initially, he decided to sit out, but he punched Marco when the pirate got close to Ace. From that moment on, Garp became a constant thorn in the side of the pirates. Not once did he help the pirates. When Akainu murdered Ace, that's when Garp decided to get involved.
In comparison, Garp traveled with minimal support to Hachinosu to rescue Koby from the clutches of the Blackbeard Pirates. Garp even sacrificed himself to save Koby because he considered the latter the future of the Marines. Considering Garp's bad decisions and how often he was on the wrong side, it's quite obvious that he's not the hero that everyone makes him out to be.
