Smoker is a very determined individual. He also appears to be someone who doesn't bend. Smoker isn't even afraid of the World Government and the Elders.
He is an individual who believes in his ideals completely, and just that quality of his, along with the fact that he is adamant about challenging the strongest of pirates and winning against them, is proof enough that he is a worthy candidate for getting Conqueror's Haki in the future of One Piece. Fans will most definitely get to see more of him, and hopefully, he can spice things up by gaining this powerful ability.
5 Tashigi

Tashigi might be a surprise addition to this list. The vast majority of the fans don't believe Tashigi to be a skilled fighter. Of course, based on her current showing, she is far from being strong or considered to be among the elites. However, Tashigi likely has the bloodline of the Shimotsuki, given that she draws an uncanny resemblance to Kuina.
If Tashigi is related to this legendary clan from Wano, and draws a connection to even Ryuma, then there is every chance for her to inherit the skill. Her dream of collecting every named blade from evil individuals is certainly a worthy one where she needs to beat some of the very strongest individuals in One Piece and would thus require Conqueror's Haki.
4 Kujaku

Kujaku is one of the newest Marines that fans recently got introduced to in the Final Saga of One Piece. Kujaku is the granddaughter of Tsuru, and if fans know one thing, it is that Tsuru was one of the greatest Marines of the old era, alongside Garp and Sengoku.

However, Tsuru was a legendary Marine, and Kujaku could become a legend just like her grandmother. There is certainly the possibility for her to awaken at least in the basic level of this skill.

Another new individual within the ranks of the Navy is none other than Prince Grus. He recently showed up in the Final Saga of One Piece and was revealed to be a member of SWORD. Prince Grus is very strong, and in fact, his strength is such that the vast majority of his opponents don't even know what abilities he possesses.
Prince Grus has a lot of potential and Garp himself called him the future of the Navy, along with others. There is certainly a chance for him to gain Conqueror's Haki. However, his chances are certainly lower than some others.
2 Sakazuki

The current Admiral of the Navy, Sakazuki is an incredibly important character in One Piece and someone who fans know will most definitely showcase superior power when he is involved in the main storyline again.
Sakazuki already has tremendous powers, but having Conqueror's Haki would certainly allow him to fight someone like Luffy on an equal footing. Right now, he doesn't possess this haki, but he certainly has the potential to have it.

Koby is Garp’s very own prodigy and fans know that he is very skilled in the usage of Haki. He has been following Garp's footsteps and he has a lofty ambition to back up his claim to Conqueror's Haki. Koby could potentially awaken the skill later down the line and if he really wants to match Luffy's level, then he would certainly require it.
Hopefully, fans can see him grow even further in the upcoming chapters of One Piece, and then, he will certainly become a worthy candidate for Conqueror's Haki. For now, Koby has a lot of room to grow and many aspects of battle to improve in.
