Since the establishment of the World Government, a lot of One Piece characters have tried to overthrow Imu, but none have managed to do it.

Dragon Is The Leader Of The Revolutionary Army
Monkey D. Dragon used to serve in the Marines but left the organization after seeing how corrupt it actually was. Following his departure, he started the Freedom Fighters, a group that believed in helping others by using peaceful means. However, Dragon soon realized that the peaceful methods would not work, which led to the formation of the Revolutionary Army.
Since the organization came into existence, it has freed countless nations from the clutches of evil tyrants and helped people reclaim control of the government. The actions of the Revolutionary Army made Dragon a big threat in the eyes of the World Government. Imu realized that Dragon could undo their hard work, which is why the latter received the title of the "Worst Criminal in the World."
Dragon has always been on the side of the people. He has dedicated his entire life to the cause. In fact, he left his family to help people around the world. It is no secret that Dragon's influence continues to grow, and more people are starting to believe in him. Imu is certainly threatened by Dragon's existence, but there is one character whom they should worry about more.

The World Government has tried for ages to keep the Void Century a secret from people. If Luffy learns the truth, then the organization will be in deep trouble.

Luffy also wields the Hito Hito no Mi, Model: Nika, a Mythical Zoan-type Devil Fruit that allows him to turn into the ancient Sun God. According to lore, the Sun God was also known as the Warrior of Liberation, who helped troubled people.
The World Government tried to get its hands on the Devil Fruit many times, but it failed repeatedly. The organization even changed the Devil Fruit's name so that nobody could learn the truth. Now that Luffy has awakened the Devil Fruit's true power, he is certainly the biggest threat to Imu. The latter will likely witness Luffy's strength firsthand in Elbaf. Imu took over Gunko's body, and they are using it to wreak havoc in the country. Luffy is currently in the Underworld, but it won't be long before he reaches Imu's location, after which the two will likely trade blows.
Blackbeard Is Also A Major Threat To Imu
Aside from Luffy, Blackbeard is another person who poses a massive threat to Imu and the World Government. Blackbeard has access to two powerful Devil Fruits. The Yami Yami no Mi has the ability to nullify the power of other Devil Fruits. Additionally, Blackbeard can create massive vortexes that can crush buildings with high gravity. Blackbeard's other Devil Fruit is the Gura Gura no Mi. It has enough destructive power to erase an island within seconds.
Blackbeard is also the son of Rocks D. Xebec, a legendary pirate who wanted to conquer the world. It seems likely that Blackbeard has the same desire. He even sent Katarina Devon to touch Saint. Jaygarcia Saturn so that she could transform into him. Needless to say, Blackbeard has already begun his plan of taking over the world, and fans will learn the details soon.
