Ever since a little before the time skip happened, there was a drastic shift in the power system of One Piece. One Piece's first, and most popular, Devil Fruit was hiding a secret from fans for years until the airing of the Wano arc. Upon 'dying' in his fight against Kaido, Luffy underwent an Awakening, which brought forth the true power and identity of his Devil Fruit, revealing to be the Hito Hito no Mi, Model: Nika the entire time, which granted Luffy the power of a God. With this newfound strength, Luffy could mold and manipulate reality as he saw fit.

The reason why this is considered to be a greater power than any Haki is because of the feats Luffy has been able to pull off with it, which come from imparting his signature rubber properties to anything he wishes. While the true strength of the Hito Hito no Mi, Model: Nika comes from its absurd ability to warp reality and put rubber properties onto whatever the user chooses, the Gura Gura no Mi is on this list for its pure destructive power. Known as the Quake Fruit, this Devil Fruit allows the user to create potent tremors on any surface that can range from being a small shake to being so powerful that it can destroy the entire world. In the Marineford War, even someone on the level of Sengoku feared Whitebeard because of this.

The only reason why Whitebeard's plan to rescue Ace was a failure and why he died at all was because he could never use the fruit to its full capacity due to always being surrounded by his loved ones, since its full power puts everyone on the planet at risk. By their nature, Zoan Type Devil Fruits are incredibly powerful and adaptable, especially those of the Mythical variety. Even among them, Kaido's Uo Uo no Mi, Model: Seiryu stands out as one of the most powerful Devil Fruits in the entire franchise, as it not only gives him incredible destructive abilities, but the sheer amount of things he can do once he has transformed into his hybrid and fully transformed forms are incredible. For example, he was able to create flame clouds that were strong enough to lift the entire island of Onigashima.
Devil Fruit powers can be extremely strong in battle, depending on how you use it and how long you've trained with it.
At the end of Wano, only Luffy in his Gear 5 state could manage to take down the World's Strongest Creature. Kaido was always someone who placed more importance on Haki proficiency over his Devil Fruit powers, even by his own admission. Still, Luffy was unable to defeat him despite having the Advanced Forms of all 3 Haki types, only being able to do so with his Devil Fruit powers. The incredible strength and versatility granted to Kaido due to his Devil Fruit proves it to be a greater power to have than even Conqueror's Haki.
