Their captain, Rocks, wanted to become the King of the World and he established a pirate crew worthy of achieving this goal. It isn't a surprise to the fans that quite a lot of the members of the Rocks Pirates were conquerors themselves. This pirate crew was a monstrous one and just the captain alone having Conqueror's Haki would not cut it. As such, there are many powerful wielders of Conqueror's Haki on this crew, some of which might be surprising to the fans.

6 Gloriosa (Potential)

Gloriosa is a member of the Kuja Tribe who was once the empress of Amazon Lily. She was also the leader of the Kuja likely at one point and, at the same time, she's also a confirmed member of the Rocks Pirates now. Given that Gloriosa belongs to the Kuja tribe, it is a given that she was a powerful user of Haki. All members of the Kuja Tribe are powerful Haki users and this ability seems to be innate to this tribe for one reason or another.

Furthermore, Gloriosa, being the Empress, means that she had kingly qualities, and that qualifies her for Conqueror's Haki. Hancock, the current Empress, has access to all three Haki types and it would not be a stretch to say that Gloriosa would also have access to all three of these Haki types. Furthermore, her being a part of the Rocks crew further solidifies the idea that she had access to Conqueror's Haki.

5 Kaido

Kaido was an apprentice on the Rocks Pirates ship and he was certainly a fast learner. He learned from observing the very best and raised his already incredible skill to new levels. Kaido always possessed a lot of talent and, by seeing powerful pirates around him, he managed to bring the best out of his body and reached unprecedented levels of power.

Kaido, for many years, did not possess a Devil Fruit power. During this time, he would only have to rely on Haki. Eventually, Kaido managed to train all three Haki types and he did it in such a manner that he reached advanced forms of all of them. Kaido is one of the very best uses of Haki in the entirety of One Piece and he has showcased this on several occasions, such as when he fought against the likes of Oden or even Luffy.

4 Shiki (Very Likely)

A legendary figure in the One Piece world, Shiki was quite a powerful pirate at one point. He was also a member of the Rocks Pirates and certainly one of its strongest. Shiki already possessed both Oto and Kogarashi during his time with the Rocks Pirates. It is unknown whether he possessed his Devil Fruit powers or not.

Regardless, when it comes to Haki, he certainly looked accomplished enough to wield this power.

Shiki has never actually used Haki in One Piece. However, when taking into consideration the fact that he is a legendary pirate and a man who was worthy of rivaling even Roger, it would be absolutely stupid to assume that he did not have access to all three types of Haki. He even possessed the largest armada in the entirety of the Grand Line, showing signs of a conqueror. It goes without saying that he had access to all three types of Haki, including Conqueror's Haki.

3 Charlotte Linlin

Charlotte Linlin, who later came to be known as Big Mom, was also a member of the Rocks Pirates. Fans know her to be one of the very best users of Haki as well as Devil Fruits in One Piece. When it comes to Haki, Big Mom is a capable user of all three types. She is also known to be an advanced user of at least two types of Haki, these being Armament as well as Conqueror's Haki.

Although Big Mom is more reliant on her Devil Fruit, her Haki skills are absolutely sensational. Using her Conqueror's Haki, she was able to knock down Page One in a single blow, which is nothing short of staggering.

By this time, it is unknown if he had access to his Devil Fruit or not. Regardless, he would still be a capable user of Haki and, even if he wasn't, later down the line, Whitebeard acquired the power to use all three types of Haki with great proficiency. His strongest Haki type was certainly Conqueror's Haki and he displayed this ability in his fight against Roger later down the line. While his Haki might not be the strongest in the entire world, it was still more than impressive, which makes him one of the very best uses of Conqueror's Haki in One Piece.

Captain Rocks himself has not showcased any of his powers, be it Devil Fruit ability or Haki. This is because fans have not even seen this character in the story yet, however, it would be naive for one to assume that he was not a user of Haki. Captain Rocks was a powerful pirate who was believed to be the strongest of this era.

He commanded several conquerors on his crew and that alone is confirmation of the fact that he had the power to use Conqueror's Haki as well. In fact, fans should expect him to be a user of this skill at a very high level. Hopefully, fans can see him utilize this power later down the line.
